Woods, Deputy Chief Miller, Lt. Cline, Assistant City Attorney Vinson, Jed Aldridge, Sue Viseth, Beck Fowler, Chief Crawford, others present. Chair Zaratkiewicz called the meeting to order at 5:17 p.m. I. COMMISSION BUSINESS: II. HEARING: 1. Chair Zaratkiewicz opened for discussion the appeal of Justin Poe, Entry Level Police and Entry Level Corrections Officer Candidate regarding his • removal from the two Eligibility Lists. As both parties were in agreement that a continuance is in order, a continuance to the July 251h Civil Service Meeting was granted. 2. Chair Zaratkiewicz asked for an update on the Police Captains Promotional Exam. Jed Aldridge, Employment Manager: "We've met with Police Administration about Assessment Labs and Promotionals. Police Administration interviewed a consulting Company, Personnel Systems Design, Inc. (PSD). Subsequently I had a two-hour one on one with them, Mr. Chuck Krieble and Jon Walters from Walters Consulting Company. They have formulated a Letter of Intent and our Attorneys office is working on the contract. Their approach, in a nutshell, is a modified Assessment Lab. They will interview and spend a full day of training with all the Assessors. They will do an orientation for all the candidates. They will do a detailed job analysis. Police Administration has stepped out of the Assessment Lab. As soon as the contract is let and everyone signs off on that, we will start proceeding. Their proposal was to have the Captains Promotional August 9fh and 10'h but that has been reevaluated because of other situations. We are postponing that until September. Feel very comfortable with both consulting companies that are involved with it. Both have Police backgrounds and • have been doing this since 1993." • Civil Service Commission Meeting July 25, 2001 Page 2 3. Chair Zaratkieicz opened for discussion the update on the Corrections Officer Selection Process. Jed Aldridge, Employment Manager: "We have reshuffled priorities and our intent is to move ahead with testing for Entry Level Corrections Officer and I think the City Attorney will speak to when we will be able to hire off of that list. We are also going to ask for permission to start a Lateral Corrections Officers testing process but not hire until the thirty days have expired. We want to start the process with that due to Catherine leaving. Our goal, since the Corrections Facility is down a number of Corrections Officer right now, we want to get everything in line so that when the list expires and when the Rule becomes effective then they can start making appointments off of those two lists." Assistant CIA Brett Vinson: "Last meeting it was discussed if we could have two current lists going on at the same time. It was kind of a unique situation that we found ourselves in. I discussed it with Roger Lubovich and with Chuck, the Deputy Chief. We • believe that the most appropriate course is as already stated, that the Commission would authorize the testing procedure to begin and have the new eligibility list become effective the day after the last day of the current eligibility list or the date that it becomes invalid, whichever comes first. One of the issues with the current list is that it may be considered invalid because there was only one person on the list. There are other reasons that the list may be invalidated. For example, Mr. Poe may remove himself from the list. I'm not sure if it is Mr. Poe. The individual on the list could remove themselves from the list or there are various other reasons that would invalidate that list. At that point we would like to have the opportunity to begin the hiring process." Jed Aldridge: "This has been consistent with the practice that the Fire Department has used in the post. They'll have an existing list. Test for Entry Level Firefighters prior to that list expiring and not hire until that list expires. So that they will always have a list available at all times. That process would be consistent with what we are proposing with Corrections Officer." Chair Zaratkiewicz: "Do you need us to take action on this right now?" Jed Aldridge: "Yes, we need your authorization and approval to start these testing • processes." . Civil Service Commission Meeting July 25, 2001 Page 3 Chair Zaratkiewicz: "Do we need to quote what you said about the list expiring and starting?" Brett Vinson: "I think that it would be good. Authorize a testing procedure to begin with the new list becoming effective on the day after the current list expires." Commissioner Gimenez: "When does the list expire?" Brett Vinson: "September 13, 2001 or when we no longer have a valid list which ever comes first." Commissioner Gimenez: "I make a motion that we open up the Corrections Officer Selection process effective September 14 or before if the list becomes invalid." Chief Examiner: "No, that's close but not quite it." • Jed Aldridge: "Can we wordsmith that? Actually we want authorization to start the testing process so that when the list expires we are ready to start hiring. Our intent is to start the process this next month." Commissioner Gimenez: "So we're going to start the testing now, but effective...?" Chair Zaratkiewicz: "So I make a motion that we allow the testing process to start but the list cannot be certified until the old list expires or becomes invalid." Seconded and carried. Jed Aldridge: "We have one other request on the Lateral Corrections Officer process. This proposal you are going to deal with today. What we are hoping for is authorization to move forward on the Lateral Corrections Officer testing process but do nothing with that until the thirty-day Rule has gone into effect." Chief Examiner Guiguet: "That is the action item under New Business." Commissioner Gimenez: "That's an action item for discussion?" Chair Zaratkiewicz: "We'll be there shortly." • Civil Service Commission Meeting July 25, 2001 Page 4 III. OLD BUSINESS: A. Accept Into Record 1. Chair Zaratkiewicz moved to approve the minutes from the May 23, 2001 Civil Service Meeting. Seconded and carried. IV. NEW BUSINESS: A. Accept into Record Chair Zaratkiewicz asked those present to review items one through ten: 1. Letter dated May 14, 2001 from Chief Crawford to Kenneth Martin congratulating him on being hired as a Probationary Police Officer for the • City of Kent Police Department effective June 1, 2001. 2. Letter dated May 14, 2001 from Chief Crawford to Daryl P. Niles congratulating him on being hired as a Probationary Police Officer for the City of Kent Police Department effective June 1, 2001. 3. Letters dated: a) May 24, 2001 from James L. Widick II withdrawing his name from the Entry Level Police Officers Eligibility List due to being hired by the Federal Way Police Department. b) May 29, 2001 from the Chief Examiner to James L. Widick II informing him that his name has been removed from the Entry Level Police Officers Eligibility List. 4. Certified letter dated May 24, 2001 from the Chief Examiner to Justin Poe informing him that the Commission has decided to hear his appeal at their next Civil Service Meeting, June 27, 2001. • • Civil Service Commission Meeting July 25, 2001 Page 5 5. Letter dated June 5, 2001 from Chief Crawford to Mark A. Reaves congratulating him on being hired as a Probationary Police Officer for the City of Kent Police Department effective July 1, 2001. 6. Letter dated June 5, 2001 from Chief Crawford to Daniel C. Butenschoen congratulating him on being hired as a Probationary Police Officer for the City of Kent Police Department effective July 1, 2001. 7. Certification letter dated June 14, 2001 from Chief Civil Service Examiner Guiguet establishing the Police Record Specialist Eligibility List. 8. Resignation letter dated June 16, 2001 from Corrections officer Gail Jerome effective August 13, 2001. 9. Certified letter dated June 20, 2001 from the Chief Examiner to Andrew M. Cohen informing him that his name has been removed from the Entry Level • Police Officers Eligibility List due to his being hired by Federal Way Police Department. 10. Resignation letter from Brian Hull received June 22"d from the Police Department effective June 22, 2001. There being no discussion, Chair Zaratkiewicz moved to accept items one through ten into record. Seconded and carried. B. Action Items for Discussion 1. Chair Zaratkiewicz opened for discussion the memo dated May 29, 2001 from Lt. Ohlde requesting permission to test for a Lateral Corrections Officer. A Rule Change to facilitate this will be presented at the meeting. AC/A Brett Vinson: "I'd been approached by the Police Department to amend the definitions to the Civil Service Rules, Rule Number I and to amend Civil Service Rule Number VI, Section 5 entitled Corrections Officer. Essentially what we are allowing is for a Lateral Entry Corrections Officer. The language of the amendment was pretty much, word for word verbatim from the language that already exists for the Police • Lateral Entry. I have also given copies of this resolution/amendment to the various unions that represent Police and Fire. Discussed it with them in the hopes that if they • Civil Service Commission Meeting July 25, 2001 Page 6 had any concerns or questions that they could be addressed at this meeting. If not, then we could present it to the Commission tonight so that it could be accepted and become effective in thirty days." Chair Zaratkiewicz: "Are there any questions or concerns." Jed Aldridge: "I just want to be sure that everyone is clear on the intent of this is that it is our desire to move forward on the Lateral Corrections Officer Testing Process so we can establish a list of Lateral Corrections Officer candidates. The intent of the Police Department would not be to hire off that list until the thirty-day rule has expired. That it has been in effect for thirty days. We want to start the process and create the list this month. The reason for that is that Corrections is down on staffing. AFSCME is very supportive and excited about the rule change because it is doing something about vacancies." Brett Vinson: "I believe that there are two appropriate motions before the Commission. • The first would be to accept the Resolution. The second corresponding motion would be to authorize the testing procedure to begin for the Lateral Corrections Officer." Deputy Chief Miller: "If I may. The intent is to have the testing process the same as for Entry Level. There are different qualifications. If we pass this there is no reason why the test could not be run at the same time, which would save the City time and money. That is why we are asking permission to go ahead and this action taken place, starting the process." Chief Examiner Guiguet: "If you are following the process for the Entry Level testing, last time you had 80 people going forward to the Oral Boards. I think you had wanted fewer going forward this time?" Deputy Chief Miller: "That would be correct. The idea is that we would have a couple of oral boards going forward at the some time, that we want to accomplish in the same week. One Oral Board for Entry and one for Laterals. We are looking at taking the first 39 candidates after they have gone through the initial screening of the written and physical ability test. The potential top thirty-nine candidates from each group would then go on to the Oral Boards. • Lt. Cline, POA: "I did not see a provision for pay scales for the Chief to have latitude with those issues?" • Civil Service Commission Meeting July 25, 2001 Page 7 Deputy Chief Miller: "I believe that was the intent. The Chief has that ability not only under Civil Service Rules but as general City Policy." Chief Examiner Guiguet: "Under Civil Service Rules they don't get involved with the salary part. That would be at the Chiefs discretion." Deputy Chief Miller: "The Chief has always had the discretion to bring them in at a higher rate if he feels that they meet the standard to equal CO3 or CO2. Its at his discretion." Chair Zaratkiewicz: Motion to approve and accept the amendments as stated in Resolution 2001-1 and accept the Rule changes as listed in the Resolution." Seconded and carried. Chair Zaratkiewicz: Motion to authorize the testing process for Lateral Corrections Officer." Seconded and carried. • 2. Chair Zaratkiewicz opened for discussion the memo dated June 26, 2001 from Employment Manager, Jed Aldridge to Chief Examiner Guiguet confirming his offer to her of a lateral transfer to the city-side as a Recruitment Analyst effective August 1, 2001. Discussion to include items a, b and c. a. Memo dated June 27, 2001 from Chief Examiner Guiguet to the Civil Service Commission resigning her position with them effective July 31, 2001. b. Memo dated June 27, 2001 from Employee Services Director, Sue Viseth to the Commission requesting that they appoint Employment Manager, Jed Aldridge, as Provisional Civil Service Examiner effective August 1, 2001. Commission. C. Memo dated June 27, 2001 from Employment Manager, Jed Aldridge to the Commission requesting permission to begin the selection process for the Chief Civil Service Examiners position. A copy of the updated Civil Service Chief Examiners position description is attached . for signature. . Civil Service Commission Meeting July 25, 2001 Page 8 Jed Aldridge: "Due to an internal shuffling of staffing within Employee Services to maintain priorities within the City and opportunity came up and I offered Catherine the opportunity to move over to the City side of the house to do things very similar to what she is doing now. I think that utilizing her skills will be a benefit to both Catherine and to me. It is our intent to start a selection process for Catherine's replacement. We hope to open this up internally for two weeks starting Monday. Depending upon the applicant pool internally we will make the decision as to whether or not we want to go outside and advertise or if we have a qualified applicant pool internally. We just don't know right now. Being next week is a holiday week and a lot of people are on vacation we are proposing to keep it open internally for two weeks instead of one." Sue Vieseth, Employee Services Director: "As part of this proposal we are also asking for your authorization to appoint Jed Aldridge, effective August 1, 2001, as Provisional Civil Service Chief Examiner until such time as the Commission can make an appointment of a new Chief Civil Service Examiner." • Employee Services Director, Viseth: "I believe we need three motions. We need on e motion accepting Catherine's resignation from the Commission . I believe we also need a motion authorizing the testing process to begin for the Civil Service Examiner. We also need a motion approving the Provisional Appointment of Mr. Aldridge." Chair Zaratkiewicz: "Don't we also need to approve the job description?" ES Director, Viseth: "Yes, that would also be incorporated in the second motion with the testing process." Commissioner Gimenez: "I make a motion that we open the testing for two weeks for Civil Service Examiner and accept the job description into record. Seconded and carried. Commissioner Gimenez: "I make a motion that we accept Jed Aldridge as the Provisional Civil Service Examiner effective August 1, 2001 until a qualified applicant is found and hired." Seconded and carried. Commissioner Gimenez: "I make a motion that we accept Catherine's resignation." Chair Zaratkiewicz: "Can I amend the motion? Just we get in trouble that Catherine is Civil Service Commission Meeting July 25, 2001 Page 9 available and also through the training process of the new person whoever he or she may be." Seconded and carried. Employment Manager, Jed Aldridge: "Just a comment. I would like to publicly recognize Catherine and say Thank You for all of your efforts as Chief Examiner for such a long time, Catherine. You've found yourself in a variety of situations and pulled through. I'm looking forward to working with you on the other side of the house. The softer side of the house. Thank you so much for all that you have done; its really appreciated." Commissioner Gimenez: "I second that." Chair Zaratkiewicz asked if there was any additional business to be discussed. A/C Attorney Vinson: "I have one item, but not for business, if I could ask everybody to stay for a minute." • Chair Zaratkiewicz: "Do you want us to adjourn the meeting and then stay?" Chair Zaratkiewicz made a motion to adjourn. Seconded and carried. The meeting was adjourned at 5:45 p.m. The next regular Civil Service Meeting will be held at 5:15 p.m. on Wednesday, July 25, 2001.
