HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 08/04/2003 (3) PUBLIC WORKS COMMITTEE MINUTES August 4, 2003 COMMITTEE MEMBERS PRESENT: Chair Tim Clark , Rico Yingling, and Julie Peterson, The meeting was called to order by Tim Clark at 5:05 P.M. Approval of Minutes of July 7, 2003 Committee Member Rico Yingling moved to approve the minutes of July 7, 2003. The motion was seconded by Committee Member Julie Peterson and passed 3-0. Project Construction Agreement with Puget Sound Energy - Pacific Highway South HOV Lanes Project - Authorize Public Works Director Don Wickstrom said that as part of the Pacific Highway South HOV Lanes Project the overhead distribution power is being converted to underground in order to meet the requirements of City ordinance. The total cost to the city for this conversion project is approximately $850,000. Julie Peterson moved to recommend that the Council authorize the Mayor to sign the Project Construction agreement with Puget Sound Energy upon concurrence of the language therein by the City Attorney and the Public Works Director. The motion was seconded by Rico Yingling and passed 3-0. Joint Utility Trench Agreement Regarding Pacific Highway South HOV Lanes Project. - Authorize Don Wickstrom said as part of the Pacific Highway South HOV Lanes project the overhead utilities are required to be converted to underground in accordance with City ordinance. This agreement is for the City to furnish a trench and install Comcast’s facilities within the City’s joint utility trench for both phases of the Pacific Highway South HOV Lanes project. Comcast agrees to pay the City an estimated cost of $278,254. Rico Yingling moved to recommend authorizing the Mayor to sign the Joint Utility Trench Agreement with Comcast upon concurrence of the language therein by the City Attorney and the Public Works Director. The motion was seconded by Julie Peterson and passed 3-0. Public Works Committee, 6/16/03 2 Bret Gagliardi Sewer Latecomers Agreement – Authorize Don Wickstrom said that Bret Gagliardi has requested a sewer latecomer agreement for his extension of the sanitary sewer main to serve his properties along Russell Road, when latecomers connect Bret Gagliardi would be reimbursed fees from the 2 lots. Julie Peterson moved to recommend authorizing the Public Works Director to execute a sewer Latecomer Agreement with Bret Gagliardi for the Bret Gagliardi Sewer. The motion was seconded by Rico Yingling and passed 3-0. Vehicle and Equipment Surplus - Authorize Don Wickstrom said the listed vehicles/equipment comply with current replacement policy guidelines and have been replaced. The equipment will be sold at auction or sold to smaller cities. Julie Peterson asked about the first vehicle on the list # 1003 and the circumstances as to why it was being removed since it has low miles. Alice Conrad, Fleet Superintendent stated that the safety concerns were enough to pull the van from service even if the problems could not be reconstructed in testing. Clark County is interested in purchasing the van. Rico Yingling moved to recommend authorization to declare the listed vehicles and equipment as surplus authorizing staff to appropriately dispose of the equipment as described in this memorandum and listed. The motion was seconded by Julie Peterson and passed 3-0. South 228th Street Extension – Public Works Trust Fund Loan. - Authorize Don Wickstrom said this loan was a plus for the City. The loan is for $1 million and would be applied to the design and right of way purchases for the S 228th Street Extension Project. Accepting this loan would offset $1,000,000 in bonds for the project. Julie Peterson moved to recommend authorizing the Mayor to execute the Public Works Trust Fund Pre-Construction Loan Agreement, Number PW-03-691-PRE- 108, in the amount of $1,000,000. The motion was seconded by Rico Yingling and passed 3-0. Rainwater Harvesting System – Amending Chapter 7.05 of the Kent City Code Don Wickstrom said the Engrossed Substitute House Bill #2088 signed into law by Governor Locke will require a code amendment of Kent City Code relating to storm and surface water utility changes in order to include a definition of “rain water harvesting system” and a provision allowing for 10% rate reduction if such a system is in use by a commercial property owner or renter. Julie Peterson moved to recommend council adoption of the proposed ordinance amending the Kent City Code to include a 10% discount on storm and surface water Public Works Committee, 6/16/03 3 utility charges for commercial properties utilizing a rainwater harvesting system. The motion was seconded by Rico Yingling and passed 3-0. Proposed LID: 120th Pl SE Sanitary Sewers (SE 256th St to 200 feet South) – Adopt Resolution of Intent Don Wickstrom said the City received a petition for the installation of sanitary sewers in the vicinity of SE 256th Street and 120th Place SE, all property owners were contacted and there appears to be adequate support to proceed with the LID formation Julie Peterson moved to recommend adoption of the Resolution of Intent setting a public hearing date on the formation of the LID for the 6 properties shown on the attached map.
