Committee Members Present: Chair Rico Yingling, Leona Orr, Tim Clark
The meeting was called to order by Rico Yingling Chair at 4:04 P.M.
Approval of Minutes of July 1, 2003
Tim Clark moved to approve the minutes of the July 1, 2003, Operations Committee meeting. The
motion was seconded by Leona Orrand passed 3-0.
Approval of Vouchers Dated July 31, 2003
Leona Orr moved to approve the vouchers dated July 31, 2003. Tim Clark seconded the motion,
which passed 3-0.
AGREEMENT FOR PUBLIC DEFENSE SERVICES BETWEEN THE CITY AND STEWART,
BEALL & MACNICHOLS, P.S.
City Attorney Tom Brubaker presented the Public Defense Services Agreement with Stewart Beall &
MacNichols, P.S., which the City currently contracts with to provide legal services to indigent
defendants in the City of Kent. The proposed Agreement reduces the annual compensation by
$30,000.00 from $264,000.00 to $234,000.00 and extends the term to December 31, 2005.
Tim Clark moved to recommend that Council authorize the Mayor to execute a new
Agreement for Public Defense Services Between the City of Kent and Stewart, Beall &
MacNichols, P.S. The motion was seconded by Leona Orr and passed 3-0.
AGREEMENT REGARDING DEVELOPMENT AND OPERATION OF GRANVIEW PARK OFF-
LEASH DOG AREA
Parks, Recreation and Community Development, Development Superintendent Lori Flemm presented
a Joint Agreement with the cities of Auburn, Burien, Des Moines, Federal Way, Kent, Renton,
Tukwila, and SeaTac, to develop a regional dog off-leash part in South King County. Grandview
Park located off of Military Road and South 228th, which consists of approximately 37 acres, has
been designated as the site to be developed. The City of Sea Tac is the owner of Grandview Park
and they are entering into an agreement with Serve Our Dog Area (“SODA”), a non-profit
organization, which will operate and maintain the park. All eight (8) cities and King County will
contribute funds on the basis of population, in accordance with the Agreement. The City of Kent will
act as the Fiscal Agreement to collect and disburse monies for the initial facility improvements.
Leona Orr moved to recommend approval of the Joint Agreement regarding
development of Grandview Park Off-Leash Dog Area and authorize the Mayor to sign
any documents and amend the off-leash budget with the Parties funds contributed
pursuant to this agreement. The motion was seconded by Tim Clark and passed 3-0.

ENERGY AUDIT CAPITAL IMPROVEMENTS ORDINANCE
Parks Facilities Superintendent Charlie Lindsey presented a revised Ordinance authorizing the mayor
to execute a financing contract with the Office of the State Treasurer to participate in a city-wide
energy conservation program. Under the financing contract the city will borrow monies from the
State Treasury for recommended energy audit capital improvements on city buildings with
repayment to the state over a ten (10) year period.
Tim Clark moved to recommend adoption an ordinance, authorizing personal property
and execution of a financing contract with the State of Washington, Office of the State
Treasurer and documentation relating to the acquisition of said personal property for
energy audit capital improvements on city buildings. The motion was seconded by
Leona Orr and passed 3-0.
JUNE FINANCIAL REPORT
May Miller presented the June Financial Report on a PowerPoint presentation. Mike Martin added
comments regarding the budget, the upcoming department budget presentations for 2004, and the
.9% COLA savings.
The meeting was adjourned at 4:31 P.M.
