Committee Members Present: Chair Rico Yingling, Leona Orr, Tim Clark
The meeting was called to order by Rico Yingling, Chair at 4:06 P.M.
APPROVAL OF MINUTES OF OCTOBER 21, 2003
Leona Orr moved to approve the minutes of the October 21, 2003, Operations Committee
meeting. The motion was seconded by Tim Clark and passed 3-0.
APPROVAL OF VOUCHERS DATED OCTOBER 31, 2003
Tim Clark moved to approve the vouchers dated October 31, 2003. Leona Orr seconded the
motion, which passed 3-0.
CITY OF KENT 2004 GOVERNMENT RELATIONS SERVICES CONTRACT
Chief Administrative Officer Mike Martin presented the City of Kent 2004 Government Relations
Services Contract for government relations consulting services from Doug Levy of Outcomes by
Levy. The services provided were outlined in the contract and as described in Mr. Levy’s reports in
the Mayor’s Update to Council and at Council briefings during the Legislative Session. The contract
calls for a monthly fee of $4,166.67 plus expenses. Mr. Levy is very frugal and accountable about
both the hours he works for the City of Kent and his expenses. It is expected his expenses will
again be far under the $5,000 that is budgeted. The total budgeted amount for this service is
$55,000. The expenditure continues to be very cost-effective for the price and product the City
receives.
Leona Orr moves to recommend that the 2004 Government Relations Services Contract be
placed on the consent calendar for the November 18, 2003 Council meeting for adoption. The
motion was seconded by Tim Clark and passed 3-0.
RESOLUTIONS AUTHORIZING APPLICATION TO THE INTERAGENCY AGENCY FOR
OUTDOOR RECREATION, YOUTH ATHLETIC FACILITIES PROGRAM (IAC/YAF) FOR GLENN
NELSON PARK IMPROVEMENTS, KENT MEMORIAL PARK MAINTENANCE AND UPLANDS
PLAYFIELD MAINTENANCE
Planning and Development Superintendent Lori Flemm presented the three (3) proposed
Resolutions Authorizing Grant Application to the Interagency Agency for Outdoor Recreation, Youth
Athletic Facilities Program (IAC/YAF) for Glenn Nelson Park Improvements, Kent Memorial Park
Maintenance and Uplands Playfield Maintenance. This proposed action has an unbudgeted cost of
$125,000. Grant matching funds are included in the 2004 Life Cycle Project funded by REET 2.

Tim Clark moved to recommend approval of three (3) Resolutions authorizing application to
the Interagency Agency for Outdoor Recreation, Youth Athletic Facilities Program (IAC/YAF)
for Improvements and Maintenance at Glenn Nelson Park, Kent Memorial and Uplands
Playfield for Mayor’s signature. The motion was seconded by Leona Orr and passed 3-0.
LINDA JOHNSON MEMORIAL
Planning and Development Superintendent Lori Flemm presented the Linda Johnson Memorial.
Linda Johnson is a former president of the Kent Downtown Partnership and civic leader who
devoted much of her life to the betterment and improvement of downtown Kent. Linda died
unexpectedly in 2001. Her dedication to this City and her presence as an advocate for Kent’s
downtown are sorely missed. The Kent Downtown Partnership Linda Johnson Memorial Committee
has provided a check in the amount of $1,600.00 for a memorial bench to honor Linda Johnson’s
many contributions to Downtown Kent and the Kent community, which will be located across the
library at the southwest corner of 2nd and Smith Street. The memorial bench will include landscaping
and a brass plaque memorializing Linda Johnson..
Leona Orr moved to recommend the approval and acceptance of $1,600.00 from the Kent
Downtown Partnership Linda Johnson Memorial Committee for a memorial bench in
downtown Kent in Linda’s honor. The motion was seconded by Tim Clark and passed 3-0.
The meeting was adjourned at 4:15 P.M.
