HCI is requesting 15 additional days for the work. The cost includes all materials and services for the attached roof platform schematic. T Bailey recommends eliminating the existing ladder platform and upper platform and extending the ladder to an enlarged upper platform. The enlarged upper platform would improve access to the reservoir roof and eliminate the need for steep stairs. Additionally, the existing roof platform framing allows for accumulation of water and debris at the platform edge, accelerating coating failure. The original platform design called for reusing the original platform attachments, however, the enlarged platform design requires attachment to the tank in other locations. The existing as-built drawings do not provide sufficient detail for designing the new platform supports and attachment points, therefore T Bailey needs an additional site visit to take as- built measurements and additional time for the engineering/design of the enlarged roof platform. The COP includes a credit for the materials and labor of the original stairs and roof platform and the new cost of materials for the enlarged platform, additional engineering T Bailey will need to perform to design the platform, the labor to fabricate and install the platform, and the cost of the added site layout visit that T Bailey performed to get precise measurements of where the platform will attach to the tank. The "HCl Site Supervision @ 10 hours" item for$750 is included because T Bailey anticipates requiring additional time on site to complete the enlarged platform, and HCl will need to have one of their own employees on site during that time to supervise the work. The additional supervision over that which was included in the bid is reasonable considering the amount of work that has been added. We at this point see no further issues with the change order and recommend the change order for City review and approval. I have attached the COP-1 and additional backup information.
