City staff regularly search for product and service vendors, compare bids or quotes, and may negotiate prices and terms. Access to GovSpend's services will benefit the City by allowing staff to access a significantly large vendor and agency purchase history database, in order to find the best price on products and services, find hard to locate products or services, easily request quotes from vendors, and access other agencies' purchasing history. KCC 3.70.110(A) allows the Mayor to waive the bidding requirements for the purchase of goods, materials, equipment, or services that are not part of a public work upon a finding that the bidding requirements would otherwise not be practicable or in the City's best interests under the circumstances. Because GovSpend offers a special service, I believe it is in the City's best interest to directly negotiate a services agreement with GovSpend and request that you authorize the waiver of the bidding requirements.
