REASON AND BACKGROUND FOR CHANGE In order to satisfy project close-out with stakeholders, two items additional to original scope were required to be complete. The cable gate is installed to discourage unauthorized vehicle access to private property now unrestricted with opening of the road. This serves to discourage unwanted or derilict vehicle parking after hours in a secluded location. The addition of a slip- resistant coated manhole lid within the sidewalk is part of new ADA surfacing requirements for MH lids within pedestrian walking areas. III. I have given Scarsella direction to proceed with the alternative nonskid product, available locally.The application cost is nearly the same as the WSDOT preapproved products (sounds basically the same as far as application method and technique,just a DOT formality on approvals best I can tell), but the difference in shipping costs to Poulsbo versus Detroit equates in nearly a 50% reduction to cost and better than 50% reduction in procurement time. Worth giving it a shot. Instead of bollards,they request an ecology block placed on both sides with 12 foot clear space between, having a lockable cable with warning sign like the state detail attached. We'll want to set the blocks for cable attachment far enough back to allow a pick-up truck to safely pull clear of 72" before exiting to unlock the gate. Please provide pricing for approval prior to beginning work. This will be our final addition to this contract. If you have any questions or comments please let me know. The properties management preference appears to be two fixed bollards with a lockable, chain gate draped between. Clearly this is extra work to the contract. I'm thinking something along the lines of a couple 8-12" diarneter, 6 foot steel pipes buried three feet and Filled with concrete and painted with a yellow safety paint could work. If you have other ideas or suggestions I'm open to them as well. I'd just like to tell them what we intend to install and give them the opportunity to say different. If Scarsella is open to accepting this work we can compensate through an agreed lump sum price or track as time and materials. The 2 bollards on each side would prevent people from driving around the chain. It would be helpful if this was set back approximately 20 ft from 72°d to provide a safe area to pull off and disconnect the chain when we need access to the driveway. Please let me know if you need more information or if you would like to walk the area. The Boeing Company is the owner of Tax Lot 382900-0005 (aka Tax Lot 5). Tax Lot 5 is generally located between Mill Creek on the north and west, Western Processing on the east, and the warehouse on the south. The City of Kent obtained a surface easement over Tax Lot 5 from Boeing for construction of the roadway (copy attached). 2 Western Processing's utilities (gas, power, telephone, storm drainage, monitoring wells, vaults, etc.) are located across Tax Lot 5 and under the roadway. The gas meter, power transformer, telephone connection, monitoring well and the utility bridge are on the west side of 72^". The City installed a driveway to provide access to the area west of 72^d. We have observed vehicles parking in this area and are concerned with site security. We recommend placing bollards, a gate or ecology blocks across the driveway to limit access. Please take a look at this and let us know your preference so we can have our contractor complete the work. We would appreciate a response by next Tuesday.
