As part of the CAV, DOE has requested additional information regarding a project along the Green River that the City completed, in a location known as Briscoe-Desimone Reach 3. NHC previously performed a zero-rise analysis for the work completed in Reaches 1-4 as well as Reach 3 only (levee reaches shown in Exhibit 1). Reach 1 is in the City of Tukwila, and analyzing reach 3 in isolation does not capture the effects that the reach 2 work has on reach 3.Therefore,the current scope of work is to perform another zero-rise analysis for Reaches 2-4, which encompass the work that was performed as part of a unified effort and is within City limits. TASKS, ITEMS, AND WORK PRODUCTS Note: Prior to beginning tasks 1 and 2 NHC shall request a written notice to proceed (NTP)from the City before beginning work. Task 1:Zero Rise Analysis The zero-rise analysis will be based upon the most up-to-date version of the Green River HEC-RAS model. This model was updated in 2015 with new bathymetry throughout the Briscoe-Desimone reaches for another project. From this baseline model, NHC will incorporate the recent construction in reaches 2-4 to create a with-project model. In addition to the geometric changes resulting from the construction, surface roughness changes will be incorporated into the model. The City has already provided as-built drawings of the construction as part of our prior work; these will form the basis of our analysis. No field data collection is to be performed by NHC for this project. This project will focus on in-channel water levels only. No modeling of overbank areas with the Flo2D model will be conducted. Deliverables: • None Task 2: Reporting NHC will produce a letter report documenting the model, the steps taken to represent the City's levee work, and the results of the analysis. Changes to water surface elevations will be documented to the nearest 0.01ft. Deliverables: Brief letter memorandum documenting the model and results of the zero-rise analysis. Task 3: FEMA Coordination NHC will participate in one conference call meeting with the City and/or FEMA officials to discuss the results and provide a revised memorandum based on the results of the meeting. 1 Deliverables: • Email summary of meeting outcomes O Revised memorandum. STAFFING The Principal-in-Charge will be Mr.Vaughn Collins. Mr. Alex Anderson will serve as project manager and engineer, and Mr. Todd Bennett will serve as an independent reviewer.
