Currently, S. 228th Street is 4-lanes wide, approximately 46 feet in width with separate Iett turn pockets at the
intersections. The Union Pacific railroad tracks cross the road at grade. No bike lanes currently exist.

This project will be constructed in phases. Phase I constructed the center pier bridge shafts. Phase II
performed utility relocations including power, gas and communication utilities required for construction of the
future roadway embankment and bridge. Future phases will include utility relocations and final construction.

Environmental Considerations
Wetlands exist in the roadway ditches north an south of the roadway. No filling of wetlands is anticipated to
occur as a result of this project. Noise and air quality will be addressed in the BA and may be affected due to
an increase in traffic, although the reduction in traffic delays at the tracks and the associated train noise may
decrease the noise and air impacts.

Description of Utility Relocation or Adjustments and Existrg Major Structures Involved in the Project
At the UP crossing, there are various underground and overhead utilities that have been and will need to be
relocated. These include fiber optic lines, power, water, gas and storm sewer mains. PSE has raised their
overhead transmission power lines. Private utilities will relocate other overhead and underground lines within
and separate to the City's joint utility trench.

SUBJECT: FMSIB & PSRC Grant for S. 22811 St UPRR - Accept
MOTION: Authorize the Mayor to accept $4.35 million of grant funds from
the Washington State Freight Mobility Strategic Investment Board and $3
million of federal grant funds awarded through the Puget Sound Regional
Council and authorize staff and/or the Mayor to sign any necessary
documents, subject to final terms and conditions acceptable to the City
Attorney and Public Works Director.
SUMMARY: The City was originally awarded $3.25 million from the Freight Mobility
Strategic Investment Board (FMSIB) for the 228th Street Grade Separation at Union
Pacific. FMSIB is also administering $1.1 million of funds from the Union Pacific
Railroad for that grade separation for a total of $4.35 million.
The City was also successful in being awarded $3 million of federal funds through the
Puget Sound Regional Council (PSRC) for the S. 228th St. UP Grade Separation.
These funds have not been formally accepted through the City Council. In order to
bill for and receive reimbursements with these grant funds they need to be formally
accepted through council.
