(RH2) to design the replacement of the Linda Heights Wastewater Pump Station. RH2 completed the pre-design task of the original scope when the City decided to relocate the proposed pump station north of the existing pump station. Currently, the City would like to proceed with finishing the design of the proposed pump station. Based on a meeting on March 14,2018 and May 10,2018, RH2 understands the following regarding the overall design of the pump station. + The pump station configuration will be wet well/dry well.The Scope of Work will include a preliminary analysis of an all cast-in-place structure for the wet well/dry well and a combination of pre-cast wet well and cast-in-place dry well.The City will determine which alternative to choose at the conceptual design phase. • There will be complete wet well and pump redundancies in the pump station. It is assumed there will be two (2) wet wells and four(4)pumps total. The total capacity of the pump station is still the same as it was laid out in the pre-design report. • Access to the dry well will be from an above-grade structure. The structure roof will be extended to cover the emergency generator. w The City will design the lift station site and utilities.The City will prepare the site plans and details and prepare all site related specifications. ds RH2 is responsible for the structural, mechanical, and electrical element of the project. Project Assumptions This Scope of Work outlines the tasks that will be performed by RH2 based on the following assumptions: w The City will handle permitting coordination and pay permit fees directly. RH2 will prepare and submit the required documents to the City. a The City will provide and prepare the Advertisement to Bidders, Instructions to Bidders, Construction Contract, Bid Forms, General Conditions, and Division 1 —Special Provisions to publicly bid the project. RH2 will provide the City with a list of items and quantities for bidding purposes for the lift station structural, mechanical and electrical elements. m The City will prepare front end specifications(Division 1)and on-site civil plans. RH2's will prepare the lift station technical specifications. For the 60%and 90%site review meetings,RH2 will travel to the City of Kent. City Deliverables To date, the City has provided RH2 with the following: + Wetland Report, November 10, 2017, prepared by GeoEngineers. a Draft Geotechnical Report, October 12, 2017, prepared by GeoEngineers. RH2 anticipates the following to be provided by the City: a Current topographic survey CAD file (Civil 3D 2016). • Preliminary site layout with required civil items(roadway, park amenities,etc.). a Final Geotechnical Report. Time and Performance RH2 will begin work upon receipt of a Notice to Proceed from the City and will make reasonable effort to complete the services as outlined in the Project Schedule section in this Scope of Work. The City will provide separate Notices to Proceed for each design phase (Conceptual Design, 60-percent Design, and Final Design). RH2 will not be held responsible for delays occasioned by factors beyond RH2's control which could not have reasonably been foreseen at the time of execution of R142's agreement or associated amendments or due to the City's actions. Task 1 — Project Management Objective: Organize, manage, and coordinate disciplines and provide quality assurance and quality control (QA/QC)to complete the Scope of Work on schedule and in close coordination with City staff. Approach: 1.1 Coordinate with the RH2 project team to track and monitor work elements accomplished,work items planned for the next phase, man-hours, scope changes, time, and budget needed to complete the work. 1.2 Weekly phone call with the City to track and evaluate project progress. 1.3 Prepare monthly invoices, progress reports, and schedule updates. Assumptions: a The level of effort for this task is based on the estimated duration of the anticipated project delivery (6-months). if the project duration is extended beyond 6-months, RH2 will advise the City on amending this task. Develop three-dimensional (3D) model of the proposed pump station. Approach: 2.1 Perform preliminary mechanical design including preliminary outside dimensions of structures and calculations to size pipe and heating, ventilation, and air conditioning (HVAC) equipment for the drywell/wet well. 2.2 Develop two (2)3D model alternatives of the proposed pump station. 2.3 Develop budgetary construction cost estimate, with advantages and disadvantages for each alternative. 2.4 Meet with City to discuss alternatives. Assumptions: a Two (2) alternatives will be included in this task: all cost-in-place concrete wet well/dry well configuration and cast-in-place dry well/pre-cast wet well configuration. The most conservative concrete thickness will be used in cost estimates. Provided by City: • Meeting attendance. RH2 Deliverables: One (1) electronic set of the AutoCAD°file on City referenced datum. + One (1) 3D model alternatives (plan and profile views) in PDF format. Task 3 — Site Design Assistance Objective:Assist the City in creating site design construction plans. Approach 3.1 Review plans after the City has prepared a 60-percent draft of site design (see assumed design responsibilities in the Assumptions section forthis Task, below). Meet with the City to discuss edits to RH2's mechanical, structural, and electrical plans, and the City's site plans to maintain consistency between the plans prepared by each entity. Incorporate edits to 131-12-prepared plans. 3.2 Review plans after the City has prepared 90-percent design level of site design. Meet with the City to discuss edits to RH2's mechanical, structural,and electrical plans, and the City's site plans to maintain consistency between the plans prepared by each entity. Incorporate edits to 111-12-prepared plans. Assumptions: This Scope of Work does not include a pump station site alternatives selection process. The City will design the retaining wall as necessary. ® Site design sheet including access road geometry, parking, subgrade preparation, paving, utility trench design, drainage conveyance, and landscaping plan. s Site utility plan showing extension of gravity sewer and force main to new pump station and extension of water supply. Site utility plan shall also include site electrical work and PSE powerline alignment. Y Special construction specification items pertaining to site work to be incorporated into the bidding documents. All design work performed by the City will be on separate construction plan sheets and stamped by the professional engineers that prepared them. it is anticipated that these plan sheets will be incorporated into the overall bid package assembled by the City. Provided by City: s Design plans for temporary erosion and sediment control (TESC), grading, access road and parking, retaining locations, drainage,and surface restoration. Task 4 — 60-percent Design Objective: Prepare 60-percent pump station construction plans and an updated construction cost estimate for review by City. Technical specifications will be provided with this submittal. The comments developed during the conceptual design review process will be addressed. It is anticipated that 60-percent review comments will be constrained to details that were developed subsequent to the 30-percent review submittal, or that were revised/unresolved during the 30-percent review process. The 60-percent plans shall include approximately 90 percent of all construction plan sheets. Approach: 4.1 Prepare structural calculations for the pump station, including lateral analysis, roof, wall, and foundation. Provide CA/QC review of structural calculations. Make recommended updates and additions to calculations based on City review comments. Prepare and format calculations, with supporting documentation, for the Building Permit application. 4.2 Prepare detailed design of the pump station foundation, walls,and roof. Develop structural plans and structural details. 4.3 Further detail the configuration of the pump station piping and mechanical components, and size piping systems for pump suction and discharge. Plans will include equipment selection, pipe sizes and materials,thrust restraint, vault sizing(if needed),selection, and drainage. 4.4 Update HVAC calculation and prepare HVAC plan for drywell/wet well. 4.5 Prepare plans that show pump station appurtenances, including access hatches, vents, and interior ladders or stairs, as requested or required, and pump station grading within parcel limits. 4.6 Prepare electrical design, including the following: • Develop design of electrical systems for operating appurtenances at the pump station. Perform a site visit, if necessary, to help determine location and routing of electrical utility equipment. Coordinate site power requirements with City for City's development of the site utility plan; • Prepare a one-line diagram and electrical plan, including branch circuit panel detail, and other details typical to this work;and • Prepare motor control logic diagrams for pump control and telemetry plans. 4.7 Develop technical specifications (Divisions 1 through 18) specific to this project for equipment, materials, and construction tasks. Specification requirements will be based on design criteria determined during the preliminary design phase, current building codes, and subsequent discussions with City. Technical specifications will use 111-12's facility specifications in a modified Construction Specifications Institute (CSI)format. 4.8 Prepare a 60-percent level probable construction cost estimate.The 60-percent estimate shall reflect the pay items and quantities as developed at the 60-percent stage of the project. 4.9 Provide in-house QA/QC review of 60-percent plans and specifications. 4.10 Prepare for and attend a 60-percent review meeting with the City. 4.11 Prepare construction sequence and contractor/City coordination tasks. Provided by City: • Review and comment on the 60-percent design plans and specification. All review comments will be contained in one email and within one month of 60-percent submittal. Review and comment on structural calculations for Building Permit application. • Attendance at 60-percent review meeting. • Prepare meeting agenda and meeting minutes. RH2 Deliverables: • Structural calculations for Building Permit submittal. • One (1) electronic file (Excel) of the 60-percent construction cost estimate. • One (1) electronic version (PDF and Word) and two (2) hardcopies of the 60-percent technical specifications. • One (1) electronic copy(PDF and CAD Civil3D)of the 60-percent construction plans. • Attendance at 60-percent review meeting. Task 5 — Permitting Assistance Objective: Assist City with preparation of forms and supporting documents to obtain permits. Approach: 5.1 Prepare Building Permit application and supporting documentation (structural calculations and Energy Code forms). Edit and resubmit one (1) time based on the Building Department comments. Similarly, this Scope of Work does not include any local,state,orfederal permitsfor impacts to streams, wetlands, or other regulated waterfeatures. RH2 Deliverables: • Two (2) hardcopies of permit submittals: one (1) hardcopy for the City, and one (1) hardcopy for the RH2 library for each permit application. • One (1) electronic copy(PDF) of each permit application. Task 6— Final Bid Ready Documents Objective: Incorporate the comments from the 60-percent review into the plans and specifications.Afinal in- house QA/QC review will be performed. By the end of this task, the plans and specifications will be ready for reproduction for bidding purposes. Approach: 6.1 Update structural calculations with additions or revisions requested in the permit review. 6.2 Incorporate permit review comments and City comments into plans. Structural, mechanical, and electrical plans will be finalized. Preliminary details will be finalized, and outstanding minor details will be developed and finalized. 6.3 Address comments on the 60-percent specifications and finalize the construction contract documents accordingly. The construction contract documents and specifications will be ready to use during bid advertisement. 6.4 Perform in-house QA/QC review of completed edits. 6.5 Prepare a final engineer's estimate of probable construction cost, formatted for bidding,and provide a range of probable construction cost in bid documents forthe purpose of establishing bid bond value. Provided by City: • Review and comment on bid documents. RH2 Deliverables: • One (1)electronic copy(PDF) of the final bid ready documents and specifications. • One (1) electronic copy (PDF) of the final drawings. Project Schedule Ready to bid within 6 months of the notice to proceed. Each task will be completed once Notice to Proceed is provided. TOWING AND LABOR SECTION III - PHYSICAL DAMAGE COVERAGE, paragraph A.2. Towing, is amended by the addition of the following: We will pay towing and labor costs incurred, up to the limits shown below, each time a covered "auto" classified and rated as a private passenger type, "light truck" or "medium truck" is dis- abled a. For private passenger type vehicles, we will pay up to $50 per disablement. b. For "light trucks", we will pay up to $50 per disablement. "Light trucks" are trucks that have a gross vehicle weight (GVW) of 10,000 pounds or less. c. For "medium trucks" , we will pay up to $150 per disablement. "Medium trucks" are trucks that have a gross vehicle weight (GVW) of 10,001 -20,000 pounds. However, the labor must be performed at the place of disablement. 8. We will pay up to $75 per day for rental reimbursement expenses incurred by you for the rental of an "auto' because of "accident" or 'loss', to an "auto' for which we also pay a 'loss" under Comprehensive, Specified Causes of Loss or Collision Coverages. We will pay only for those expenses incurred after the first 24 hours following the "accident" or 'loss' to the covered "auto." b. Rental Reimbursement will be based on the rental of a comparable vehicle, which in many cases may be substantially less than $75 per day, and will only be allowed for the period of time it should take to repair or replace the vehicle with reasonable speed and similar quality, up to a maximum of 30 days. c. We will also pay up to $500 for reasonable and necessary expenses incurred by you to remove r, �r and replace your tools and equipment from the covered "auto', d. This coverage does not apply unless you have a business necessity that other "autos' avail- able for your use and operation cannot fill. e. If 'loss' results from the total theft of a covered "auto" of the private passenger type, we will pay under this coverage only that amount of your rental reimbursement expenses which is not already provided under Paragraph 4. Coverage Extension. I. No deductible applies to this coverage. For the purposes of this endorsement provision, materials and equipment do not include "personal effects' as defined in provision 11. 10. EXTRA EXPENSE -BROADENED COVERAGE Under SECTION III -PHYSICAL DAMAGE COVERAGE,A. COVERAGE,we will pay for the expense of returning a stolen covered "auto" to you. For the purposes of this provision, "personal effects' mean tangible property that is worn or carried by an insured." EXCLUSIONS is amended by adding the follow- ing: If you have purchased Comprehensive or Collision Coverage under this policy, the exclusion for 'loss' relating to mechanical breakdown does not apply to the accidental discharge of an airbag. Balance due under the terms of the loan or lease to which the damaged covered "auto" is subject at the time of the "loss" less the amount of. a. Overdue payments and financial penalties associated with those payments as of the date of the "loss", b. Financial penalties imposed under a lease due to high mileage, excessive use or ab- normal wear and tear, c. Costs for extended warranties, Credit Life Insurance, Health, Accident or Disability Insurance purchased with the loan or lease, d. Transfer or rollover balances from previous loans or leases, e. Final payment due under a"Balloon Loan", f. The dollar amount of any unrepaired damage which occurred prior to the "total loss" of a covered "auto", g. Security deposits not refunded by a lessor, h. All refunds payable or paid to you as a result of the early termination of a lease agreement or as a result of the early termination of any warranty or extended service agreement on a covered "auto", I. Any amount representing taxes, j. Loan or lease termination fees, or 2. The actual cash value of the damage or stolen property as of the time of the "loss". An adjustment for depreciation and physical condition will be made in determining the actual cash value at the time of the "loss". This adjustment is not applicable in Texas. B. ADDITIONAL CONDITIONS This coverage applies only to the original loan for which the covered "auto" that incurred the loss serves as collateral, or lease written on the covered "auto" that incurred the loss.
