SOUTH 228TH STREET UNION PACIFIC RAILROAD CROSSING CONTRACT AMENDMENT NO. 3 KENT, WASHINGTON OCTOBER 23,2017 FILE NO. 0410-162-02 INTRODUCTION AND PROJECT UNDERSTANDING We are pleased to present this scope and budget for continuing geotechnical engineering services for the proposed South 228M Union Pacific Railroad(UPRR)Overcrossing project in Kent,Washington.Our services were initially authorized on January 7, 2016.The services authorized included subsurface explorations and geotechnical design support for drilled shafts and approach embankments. On August 2, 2016 we received authorization for Contract Amendment No. 1. This amendment included additional settlement analysis and additional explorations located on 6th Avenue North and the Century Link Driveway. Additionally, a portion of this budget was used to address issues that came up during construction of the center pier drilled shafts. On January 13, 2017 we received authorization for Contract Amendment No. 2. This amendment included additional settlement analysis of combined expanded polystyrene (EPS) and soil fill embankments. This amendment also included effort for a more detailed numerical modeling analysis of the anticipated settlement. This current amendment is to address additional design effort requested bythe City related to the approach embankments. The results of this additional analysis will be incorporated into an addendum to our April 28, 2016 design report. ADDITIONAL SCOPE OF SERVICES Additional Approach Embankment Design Support 1. Attend additional design coordination meetings. Our initial scope anticipated four design coordination meetings. We have attended additional design coordination meetings at the request of the City. 2. Continue coordination with the design team with regard to the location and detailing of embankment and underground utility design. City of Kent October 23,2017 Page 2 3. Provide pavement analysis and recommendations. We will provide recommendations for asphalt concrete pavement(ACP), Portland cement concrete (PCC) pavement, and pavement sections for use over EPS fills. We provide recommendations for both the main roadway and side roads or driveways. 4.
