"High" priority was assigned to these facilities because flooding of these structures may cause risks to public safety, major roadway transportation, emergency vehicle access, business community, and water quality. The City and URS Corporation (now AECOM) entered into a contract agreement in December 2011 to provide professional engineering services for the Upper Mill Creek Dam Improvements project(December 15, 2011). The project included upgrading the Upper Mill Creek Dam (dam) and replacing the upstream diversion structure to increase the flood storage and capacity of the Upper Mill Creek Pond. Work under the original contract included the period from December 2011 to December 2013. The original contract was amended two times: Amendment 1 extended the contract end date to December 2014 and Amendment 2 extended the end date to December 2015. Neither Amendment 1 nor Amendment 2 included budget increases. A new contract was executed in 2015 to allow for additional scope and budget for design and permit support. Design was needed as a result of unknown site conditions at the existing dam, which became apparent once the design was underway. Additional design was also needed due to a revised design approach,which changed from an earthen dam to a structural wall to aid in permit acquisition and to avoid conflicts with the adjacent roadway. The 2015 contract also included permit support for the mitigation site, including delineation and archaeological resource review. The mitigation site was identified by the City in early 2015 and is located within the same watershed as the proposed project. An amendment to the 2015 contract is needed to allow additional scope and budget for final design, preparation of contract documents, responding to regulatory comments, and continued permit support. Design is needed as a result of unknown site conditions at the existing dam, which became apparent once the design was underway. The final design will also include electrical engineering (including electrical service, gate actuation and telemetry) at both the dam and the diversion structure. Additional permit support beyond the original contract is needed to finalize the dam safety permit and provide support to the permitting at the wetland mitigation site. This document describes the scope of work for this new contract. PROJECT WORK ELEMENTS The following tasks are included in the scope of work: • Task 1 —Project Management • Task 2—Dam Design and Outlet Works • Task 3—Diversion Design • Task 4—Specifications 1 Exhibit A • Task 5—Electrical Design for Dam and Diversion • Task 6—Construction Cost Estimates • Task 7—Construction Schedule Support • Task 8—JARPA Permit Support • Task 9—Dam Safety Support • Task 10—Bidding Support Task 1 —Project Management Project activities will be coordinated and directed with the goals of completing all work within budget, schedule and City objectives and expectations. Coordination and liaison with the City will be on a regular basis to ensure that these objectives are met. Progress, schedule and budget will be monitored weekly during intense periods of work. Invoices will be generated every four weeks. Monthly progress reports will be completed as cover letters for invoices. They will summarize work completed during the period of work and show used and available budgets. Potential out-of-scope items will be addressed after being reviewed for their viability and impact to the project. AECOM will be responsible for the quality of our work and will ensure that in-house quality control and technical reviews are conducted for all AECOM deliverables prior to submittal to the City for comment and review. In-house review will be documented for all submittals. Work includes project management scope and budget for June 2016 to January 2017 (eight months). Also included is project management are two meetings at the City office. Deliverables: • Monthly status reports/invoices. Task 2—Dam Design and Outlet Works This task included the design of the dam improvements and outlet structures. The original budget included the design of an earth filled dam. The structural design was preferred for environmental and schedule related reasons. A structural design is more complex and in this case was made more challenging due to the stability of the existing dam. During design, it was found that the geotextile material in the MSE wall is not strong enough to support the dam raise and a facing wall was needed. Additional structural calculations were conducted for this purpose. These calculations are provided as attachments to the Draft Dam Safety Report. The following design items will be finalized based on comments from Washington Dam Safety. • Hydraulic Analyses: o Finalize emergency spillway and water over roadway considerations. o Finalize principal spillway pipes, air valves, and gates. o Revise plunge pool at the principal spillway (west of 104th Avenue)to omit rock riprap and use a stilling well. o Design the trash rack system for principal spillway. • Structural Analysis o Principal spillway outlet pipe structural analysis. o Emergency Spillway structure revisions. o Coordination with mechanical, electrical, civil design led by City. 2 Exhibit A • Geotechnical Analysis o Principal spillway outlet pipe filter design. o Emergency spillway outlet channel stability analysis and filter design. o Stability analyses and consolidation settlement considering soft/organic soils under the main dam and added weight of dam raise weir. • Construction plans to include the following revisions: o Finalize emergency spillway(revise existing drawings and add up to two details). o Finalize principal spillway pipes and outlets(revise existing drawings and add up to one sheet structural details). o Add trash rack system for principal spillway(add up to one sheet). o Coordinate structural details with geotechnical, mechanical,electrical, civil. o Add mechanical plan and details for gates and actuators, ladders, railings, and hatches(up to two sheets). Deliverables: • Final design calculations will be provided as attachments to the Final Dam Safety Report. • 90%, 100% and Issued for Construction (IFC) Construction Plan drawings. Task 3 —Diversion Design This task included design of the diversion structure,fish ladder system, large box culverts and related wing walls that tie the box culverts to the diversion structure and diversion channel and all related mechanical, electrical and structural items. Hydraulic analysis will be updated based on comments received from Agency review. • Hydraulic Analysis o Update hydraulic analysis based on regulatory review comments o Design the fish screen on the diversion channel. o Design the trash rack and gate on the fish way structure. • Structural Analysis o Diversion structural analysis. o Box Culvert and related wing wall structural analysis • Construction Plans for the Diversion Structure to be updated for the following: o Add plan and details for the fish screen on the diversion channel (add up to 2 sheets). o Add plan and details for the trash rack and gate on the fish way structure(add up to 2 sheets). o Structural plans and details for the diversion structure, box culverts, retaining walls, and wing walls (up to 4 sheets). Deliverables: • Final design calculations will be included in the final Dam Safety Report. • 90%, 100% and IFC Construction Plan drawings. Task 4—Specifications Technical specifications will be developed for project features and components. It is understood that the City of Kent standards follow the WSDOT specification format where applicable. Deviations from WSDOT specifications are anticipated to be included within special conditions as needed. 3 Exhibit A Specifications will be produced at 100%design phase and IFC. For each submittal, AECOM will provide specifications in electronic form (one CD with PDF and MS Word files). It is assumed that the City will prepare the front-end contract documents and the general and civil-related specifications. Task 5— Electrical Engineering Electrical engineering will include providing information on demolition of the existing electrical utilities as needed as well as design of new electrical services for the dam and diversion structure. Backup power will utilize the existing generator at the existing sewer lift station. Electrical engineering will include providing power for both the dam and diversion structure for new gates, new lighting, and new telemetry systems. The original contract included limited electrical engineering for the dam only; the diversion structure was not included. Assumptions: • City will provide survey base maps for existing electrical service, lighting, and other related features. • Two design review meetings/site visits. • City would like to use the backup generator at the sewer lift station. • Existing meter at the diversion structure to be demolished and power routed from the dam side instead of diversion side. • City to provide preference on type of lights,telemetry equipment, and available information on existing sewer lift station (ex., type of generator and panel information). • City to measure temperature, water level,flow. • Preference for lights on switches. City to leave lights on during flood stage. • Design to avoid use of aluminum (high amount of vandalism in the area). • Include tamper switches on access hatches. • Include gate position switches on valves so the City knows remotely how the gates are situated. Dellverables• • Calculations (draft/final) in PDF electronic format. • Construction Plan Drawings at 90%, 100% and IFC (see list on attached budget estimate). • Specifications (technical special provisions for electrical only). Task 6— Construction Cost Estimates An engineer's cost estimate will be prepared at the 90% and 100% design stage in coordination with the City. The estimate will be prepared in draft and final form. It is assumed that the City will provide construction quantities from AECOM design documents for use by AECOM to develop the Construction Cost Estimate. Construction activities will be separately identified and organized according to project feature. Costs will include labor, materials, equipment, supplies, and contractor's overhead and profit. It is assumed that there will not be a substantial difference or lag in time between the draft and final cost estimates. It is assumed that the City will provide 4 Exhibit A one set of combined comments on the draft cost estimate for AECOM to include in the final construction cost estimate. Estimates will be prepared in 2016 dollars. For each submittal, AECOM will provide documents in electronic form (with original and PDF files). Task 7—Construction Schedule An abbreviated construction schedule (up to one 11x17 sheet)will be prepared at the 90% and 100% design stage. The schedule, prepared using MS project, will be broken down into major construction activities. Input by the City and team member will identify potential institutional or other constraints that could apply to, or interfere with,the construction schedule. The schedule will be prepared in draft(90%) and final(100%)form. It is assumed that the City will provide one set of combined comments on the draft schedule for AECOM to Include in the final schedule. It is assumed that there will not be a substantial difference or lag in time between the draft and final cost estimates. For each submittal, AECOM will provide documents in electronic form (with original and PDF files). Task 8--Support for JARPA Permitting This task will involve providing support to the City for obtaining the necessary Federal, State and local permits for proceeding with construction. The remaining items under the Permit Support Task are: 1) Completing the Final Mitigation Plan 2) One site visit with the regulatory agencies regarding the wetland/mitigation reports (covered under our current contract) 3) Two teleconferences with regulatory agencies (covered under our current contract) 4) Addressing agency comments on the permit submittal. Based on the assumption of moderate agency comments on the permit documents,we anticipate the following will be needed: 1) 10 additional hours for an archaeologist to respond to question/make revisions to the Cultural Resource Report (but no additional site visit). 2) 4 additional hours for a biologist to update the No Effect Letter(assumes that no Biological Evaluation will be needed). 3) 20 additional hours for a biologist to finalize the Mitigation Plan (assumes that City of Kent will be responsible for drawing updates). 4) 4 additional hours for independent technical review of each deliverable prior to submitting to the City. Deliverables: • Final Cultural Resources Report for the wetland mitigation site.The final report will be provided in hard copy(5 copies) and electronic form (one CD). • No Effect Letter Update(email transmittal). • Final Mitigation Plan. The final report will be provided in hard copy(5 copies) and electronic form (one CD). 5 Exhibit A Task 9 — Dam Safety Permit Support Work on this task includes updating the Dam Safety Report based on Dam safety review and comments and completing the Operation and Maintenance report. • Draft report submitted to the City in January 2014. • Draft report submitted to Washington Dam Safety (DSO) in January 2016. • Initial comments from DSO received and discussed with Marty Walther of Dam Safety: o Update precip calcs and runoff analysis. o Update Flood Routing. o Dam Break Analysis—completed but update performing Incremental Analysis as needed. o Updated Inundation analysis. ® Final Design Report required for permit(include calcs as appendix+6 figures). • Operation and Maintenance Report(original budget, check status). Deliverables: • Final Dam Safety Report. • Operation and Maintenance Manual. Task 10—Bidding Support AECOM will provide support to the City during the bidding process by coordinating with the City in responding to questions posed by potential bidders. If required,AECOM will support the City in preparing and submitting addenda to the design. It is assumed that the City will prepare addendums, if needed. AECOM will provide technical and engineering support to the City for any revisions to Structural, Mechanical, or Electrical drawings. Ten hours have been allocated to this task. Deliverables: Written response to questions posed by potential bidders. ESTIMATED SCHEDULE The project schedule will be prepared by the City.
