The following material outlines our approach, process and estimated budget for the update. We are including under separate cover the Capitol Boulevard Design Guidelines as an example of the type of guidelines format we propose. The example illustrates the relative level of detail and general format we think would work well in Kent. I will also send along some of our qualification statements and descriptions of relevant projects. If selected, I would be performing the bulk of the work with graphic and document production support, I have assisted the City of Kent in several other projects and am familiar with the City's context, Naturally, we are keenly interested in the project and would welcome the opportunity to discuss it with you further. Sincerely, John Owen Partner DoctimanI3 190-1 1 ti'A,* 7;'5 ":ri+xOrl V""',LIKol Page 2 APPROACH Our understanding of the projects intent is to update the City's multifamily and mixed- use guidelines in order to: • Make them more administratively defensible—that is,to facilitate the design review process and to provide City staff with a better ability to require changes to meet the guidelines' intent and City objectives. • Update the design guidelines to reflect current, state-of-the-art design review practices. • Add guidelines necessary to implement Comprehensive flan policies. • Retain the City's current project review procedures, and • Provide for both predictability and flexibility in the design review process. To accomplish this we propose to review and suggest modifications to the draft multi- family and mixed use guidelines prepared by City of Kent staff. Work in this regard may include: • Assisting staff in formatting the design guidelines to include: 1)intent statements for each topic, 2) design "standards"that clearly state requirements so that a staff reviewer can easily determine whether or not a project meets the standards.. • Suggesting "best practice"techniques to applicable guidelines. • Suggesting special provisions as appropriate that apply to specific streets or conditions in a modified"form based"approach. Providing photographs and illustrations as needed. Page 3 WORK PROCESS We propose the following steps: 1. Review the preliminary staff draft and the City of Kent Midway and Downtown design guidelines. 2. Meet with City staff to determine the issues and concerns regarding current project review and identify directions that the design guidelines should take. 3. Refine, truth, edit, and amend the existing draft of the multifamily and mixed-use guidelines and add photographs and illustrations for each section, clearly illustrating the topic. 4. Review with staff 5. Assist staff in revising the guidelines. Note that the budget does not include presentations or work sessions other than with staff. BUDGET We estimate, that the steps outlined above will require: John Owen 60 hr @ $180./hr $10,800. P`PFI Staff support 32 hr @ $90./hr= $2,880 IY V IOVED FOR PAYMENT y tZ' TOTAL $13,680.
