REASON AND BACKGROUND FOR CHANGE The WSDOT Local Agency Guidelines (LAG) Section 44.21b requires Federal wage rates to be included in Plans, Specifications, and Estimates packages. This was not included with the Contract Documents issued at the time of bid and was not included by Addenda. The Federal wage rates are being added via this Change Order. The City of Kent provided the applicable Federal Wage Rates to Marshbank Construction, Inc (MCI) and issued Request for Proposal 001 - Federal Wage Rates, requesting a cost proposal for their addition. MCI responded with Serial Letter 016, stating no additional compensation was required with the inclusion of the Federal Wage Rates. This is a no cost change. III. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier. Survey wage rates are not updated and remain in effect until a new survey is conducted.
