Background The City of Kent is looking to develop Meeker Street into an inviting multimodal corridor that improves safety, manages property access, stimulates new investment and redevelopment, and strengthens the identity of downtown. The project will look at a number of elements including transportation analysis, streetscape and pedestrian amenities, connectivity between new developments and the corridor, geometric and engineering studies, and overall visioning and corridor planning. The City completed a major first step through its work with Smart Growth America (SGA) to identify the range of complete street designs, conduct stakeholder meetings, and identify needs and opportunities in the corridor. This effort will develop a Transportation Analysis Study that evaluates the transportation system, creates a great corridor that will support and generate new development, and extends the core of downtown to Meeker Street as a pedestrian-oriented district that is a unique and safe place for all users. Future steps not included in this scope of work consist of: • Urban design analysis to respond to the type and intensity of expected development and to define the identity of each segment of the corridor. • Preliminary(10 percent) engineering design that will shape the design concepts and establish lane channelization, curb locations, pedestrian and bicycle facilities, landscaping, and right-of-way needs. • Planning-level cost estimates for the corridor that will allow the City to move forward to obtain project funding. These estimates will include construction costs, right-of-way needs, and engineering and management fees. • Design, engineering and construction. B. Purpose This study evaluates the SGA complete street concepts for Meeker Street to provide direction for the future design of the corridor. The study will evaluate the entire length of the corridor and key intersections to identify how best to support the expected land uses and future development. The results will inform the understanding of traffic operations and multimodal opportunities within the corridor, while providing context to the overall transportation system. C. Assumptions The following assumptions were identified in the development of this scope: • Synchro 9 and SimTraffic software will be used to analyze traffic operations. City of Kent P a g e l Meet Me on Meeker Transportation Analysis Study November 24, 2015 Scope of Work • The analysis will concentrate on the PM peak hour, but will provide a partial review of AM and mid-day conditions peak hour conditions. • The future year traffic forecasts will be based on previous travel demand model results from the Transportation Element Update and the EIS analysis completed for the Kent Planning Area potential activities centers. This project does not include using the City of Kent Travel Demand Model to develop new forecasts. • Design work and roadway survey is not included in this phase of this project. D. City of Provided Items The City of Kent will provide/prepare the following: • Aerial maps for to be used for project base map. • Available traffic count data. • 3 day/24-hour tube counts at 2 locations. • Synchro files for existing and future conditions(from Public Works or Fehr& Peers). • Background information related to Transportation Element update of Comprehensive Plan. • Identification of zoning and land use changes that may affect travel demand. E. Scope of Work Task 1—Management/Coordination/Administration 1.1 The Consultant will prepare monthly invoices and progress reports that will identify work completed in the previous month, work in progress, upcoming work elements, and reporting of any delays, problems, or additional information needs. These reports will be submitted with the Consultant invoices. 1.2 Two meetings with City staff are anticipated for this project. Task 2—Existing Conditions Transportation Analysis 2.1 The Consultant shall review existing data and studies provided by the City as it relates to the existing conditions and future plans and proposed development, including the following: • Transportation Master Plan. • Comprehensive Plan Review and Midway Subarea Planned Action EIS. • Smart Growth America materials. • Non-Motorized Transportation Plan. • Six Year Transportation Improvement Program (TIP). 2.2 The Consultant shall review available traffic counts from the City and other studies. As needed, the Consultant shall obtain up to 10 turning movement counts. Counts will be conducted for 2-hours for AM peak or mid-day peak, and 3-hours for PM turning movement counts. 2.3 The Consultant will analyze PM peak hour traffic operations using HCM 2010 intersection level of service, intersection delay and simulation-based vehicle queues at the following 7 intersections on Meeker Street and for up to 4 additional intersections as needed. City of Kent P a g e 2 Meet Me on Meeker Transportation Analysis Study November 24, 2015 Scope of Work 1. Kent-Des Moines Rd 5. Lincoln Avenue 2. Russell Road 6. 4th Avenue 3. 64th Avenue 7. Central Avenue 4. Washington Avenue 2.4 The Consultant will analyze AM peak hour traffic operation using HCM 2010 level of service for select AM and mid-day peak hours at up to 4 locations. 2.5 The Consultant will collect three years of collision data from WSDOT along the corridor intersections to assess the location, type and frequency of collisions. Task 3—Future Year(2035)Baseline Analysis 3.1 The Consultant shall review the latest 2035 land use and traffic forecast from the Transportation Element Update. This analysis will establish the baseline for the future conditions. 3.2 Based on the growth rates from the PM peak hour forecast, KPG will develop AM and Midday peak hour traffic volumes to reflect the 2035 operating conditions. 3.3 KPG will analyze 2035 AM peak hour, Midday peak hour, and PM peak hour traffic operations for the study intersections with the existing Meeker Street roadway configuration. These results will provide a baseline comparison. Task 4—Future Year(2035)Alternatives Analysis 4.1 KPG will analyze traffic operations at each of the study intersections for the AM, Midday and PM peak hours. Traffic volumes will be adjusted to reflect the change in capacity along the corridor. The analysis results will include intersection LOS, intersection delay, and significant queueing issues. The study will evaluate the following on Meeker Street: • SR 516 to Green River bridge: Intersection operations at SR 516 and test retaining the 2- lane bridge section. Identify potential queue impacts to Meeker Street. • Russell Road intersection: Identification of intersection channelization. • Russell Road to 64th Avenue S: Evaluation of access needs. • 64th Avenue S intersection: Reduction of Meeker Street approaches to 3-lane section. • 64th Avenue S to Washington Ave N: Reduction of Meeker Street to a 3-lane section. • Washington Ave N intersection: Reduction of Meeker Street to a 3-lane section and determine channelization needed for intersection for property access and circulation. • SR 167 underpass: Reduction of Meeker Street to a 3-lane section. • Lincoln Ave intersection: Analysis of mini-roundabout using SIDRA analysis software.Test alternative configurations to recommend a preferred intersection configuration. • Lincoln Ave to 4th Avenue S: Conversion to a 2-lane or 3-lane section. • 4th Ave S intersection: Determine intersection channelization, • Central Ave intersection: Determine intersection channelization. 4.2 Calculate the corridor LOS with and without the recommended improvements following the methodology outlined in the Comprehensive Plan. City of Kent P a g e 3 Meet Me on Meeker Transportation Analysis Study November 24, 2015 Scope of Work l 4.3 KPG will provide a conceptual corridor layout illustrating the recommended configuration for Meeker Street. This layout will provide a conceptual idea of the corridor, showing intersection channelization and roadway cross-sections to support the corridor's future design process. Task 5:Traffic Report 5.1 KPG will develop a brief traffic report for review by City Staff. This report will summarize the findings of the analysis and include recommendations for the Meeker Street corridor. The report summarize the efforts from Task 2-4 identifying existing conditions, future conditions without the project and a recommended corridor configuration. Figures, tables, and diagrams will be used to illustrate the information and findings. 5.2 KPG will incorporate City comments and develop a final traffic report. F.
