This work includes modification of the Reach I floodwall alignment to accommodate in-cliannel repair work being planned by the Flood Control District and the US Army Corps of Engineers (Corps) under the PL 84-99 program, evaluation of floodwall scour resiliency, and implementation of Flood Control District-requested changes to increase floodwall resiliency. This also includes additional work to support the City in design of the Reach 4 floodwall design. We understand that this additional work will be included as Amendment No. 3 to the City of Kent's (City) Consultant Services Agreement with GEI for Briscoe-Desimone Levee Reach 1 design, dated March 25,2014 with an original contract amount of$399,124. Background The Briscoe-Desimone Levee Reach I is located between River Miles 14.47 and 14.64. The proposed levee improvements in Reach I as designed by GEI consist of installing a sheet pile floodwall landward of the existing levee. The space between the sheet pile wall and the landward slope of the existing embankment will be filled, and aggregate base for a relocated trail will be placed on top of the fill. A reinforced concrete cap beam and barrier will be constructed on top of the sheet piles, and the exposed surface of the sheet piles above the landside finished grade will be painted. Portions of the sheet pile floodwall downstream of the gravel access ramp to West Valley Highway will be supported using tieback anchors. All work is anticipated to be completed by July 31, 2015, in order to provide the site to the Corps for in-channel repair work The Corps has initiated a PL 84-99 repair project through this reach of levee. The Corps project includes excavation of the riverbank and construction of a riprap lined slope with a launchable toe of riprap intended to fill potential scour holes forming within the channel at the base of the bank. Construction of the corps project is scheduled to begin on August 1, 2015. 'these items are reproduced for reference below: • Item 2: The City, or its engineering consuhcaus, shall subrntt to the District a plan to provide for resiliency of the landside levee and wall in the event of overtopping. The plan shall include identification of the areas that are most susceptible to erosion, and shall propose appropriate protection measures for each of those areas. The City shall submit the plan as a recoinnxendation fbr consideration and approval by the District in the Levee construction plan review process. • Item 3: The City shall reduce and mitigate the potential for erosion. The City, or its engineering consultants, shall identify penianent or temporary strategies to minimize erosion in locations ofpotential erosion, The City shall submit these strategies as recommendations for consideration and approval by the District in the Levee construction plan review process. The City has also asked GEI to revise the design documentation to clearly address item 2 & 3 above. The Reach 4 floodwall is located downstream of the 200" Sheet Bridge. 'the modifications to the levee in this reach are required to meet FEMA freeboard requirements. The original Reach 4 design concept included installing two sheet pile floodwalls, similar to Reaches 1,2, and 3. The design evolved to include two reinforced concrete floodwalls with a stop log closures structure. In addition,the King County Flood Control District has made several rounds of review comments on the Reach 4 design which require additional responses and design modifications. Scope of Services At the City's request we will perform the following scope of services for this task: • Re-evaluate and modify the design of the portion of the Reach 1 wall downstream of the access ramp to provide additional resiliency to scour, based on Flood Control District requests to the City. • Prepare a memo addressing scour resiliency of the portion of the Reach 1 wall downstream of the access ramp. • Prepare a memo addressing the Flood Control District's request to provide recommendations for emergency and routine monitoring of the floodwall, as required by the ILA between King County and the City of Kent, • Attend two meetings to coordinate with Flood Control District and the City. • Evaluate the feasibility of tiebacks considering right-of-way restrictions at the Riverpoint Corporate Center property and in West Valley IIighway. • Evaluate the Corps' proposed PL84-99 repairs and provide the City comments on the Corps' 65% and 9.5%Design Drawings for Reach 1. • Modify GET's October 2014 Reach 1 Design Report and associated calculations to incorporate the floodwall alignment and design changes and resiliency discussion. Schedule We expect to complete this work and revise the Reach 1 Design Report in the August 2015 timefratne. Cost Estimate Our estimated level of effort is included hr the table below. This will increase the authorized contract value from $399,124 to$464,814. OTHER PROJECT COSTS Subconsultants, Subcontractors and Other ProjegVEapenses - All costs for subconsultants, subcontractors and other project expenses will be billed at cost plus a VKII.service charge. Examples of such expenses ordinarily charged to projects are subcontractors; subconsultants: chemical laboratory charges; rented or leased field and laboratory equipment; outside printing and reproduction; communications and mailing charges; reproduction expenses; shipping costs for samples and equipment; disposal of samples; rental vehicles; fares for travel on public carriers;special fees for insurance certificates, permits, licenses, etc.; fees for restoration of paving or land due to field exploration, etc.; state sales and use taxes and state taxes on GEI fees. Billing Rates for Specialized Technical Computer Programs—Computer usage for specialized technical programs will be billed at a flat rule of$10.00 per hour in addition to the labor required to operate the computer. Field and Laboratory Equipment Billing Rates — GEI-owned field and laboratory equipment such as pumps, sampling equipment, monitoring instrumentation, field density equipment, portable gas chromatographs, etc. will be billed at a daily,weekly,or monthly rate,as needed for the project. Expendable supplies are billed at a unit rate. Transportation and Subsistence-Automobile expenses for GEI or employee owned cars will be charged at the rate per mile set by the Internal Revenue Service for tax purposes plus tolls and parking charges or at a day rate negotiated for each project. When required for a project, four-wheel drive vehicles owned by GEI or the employees will be billed at a daily rate appropriate for those vehicles. Per diem living costs for personnel on assignment away from their home office will be negotiated for each project. PAYMENTTERMS Invoices will be submitted monthly or upon completion of a specified scope of service, as described in the accom- panying contract(proposal,project,or agreement document that is signed and dated by GEI and CLIENT'). Payment is due upon receipt of the invoice. Interest will accrue at the rate of I,of the invoice amount per month,for amounts that remain unpaid more than 30 days after the invoice dale.
