The Kent Regional Trails Connector Project will expand the pedestiran & bicycle network
by connecting two regional trails withing the City's street network. The trail will connect
the GR trail @ the S end of the GRNRA etc. It till include trail lighting, rapid flashing -

Subject: Kent Regional Trails Connector
Modifications to the TIP (Transportation Improvement Program) for the above
project were initiated to eliminate the numerical values (lengths and widths of the
trail) for specific items included in the project description. Instead, physical
features were used to identify the scope of work extents. The modifications were
accepted through PSRC on the TIP that was issued October 30, 2014. WSDOT
requires that the description of the proposed work shown on the Local Agency
Federal Aid Project Prospectus to match what is on the TIP. The modifications to
the Prospectus description of proposed work, has been done, and requires
signatures where noted, in order to resubmit to WSDOT.
Please return this document to me, for submittal to WSDOT once the Mayor's and
Tim's signatures have been obtained.

Both the Interurban Trail and the Green River Trail are used by thousands of people each year,but they are both north/south

corridors in Kent,with no opportunities to transfer from one trail system to the other, except by using the bike facilities in the
street or on sidewalks.

Descri tion of Proposed Work

The Kent Regional Trails Connector Project will expand the pedestrian and bicycle network by connecting two regional trails
within the City's street network. The trail will comtect the Green River Trail at the south end of the Green River Natural
Resources Area, on the west end,with the Interurban Trail at approximately S.218th St,on the east end. This multi-use hail will
include trail lighting, Rectangular Rapid Plashing Beacons with marked crosswalks installed where it crosses mid-block on 64th,
and 72nd Ave,with a pedestrian signal atstalled on 68th Ave(SR 181). The signal will include a camera for monitoring and
I controls for bicyclists and pedestrians. A brid Le will be installed across Mill Creek on the east end at the Interurban Trail.

Environmental Considerations
The trail improvements will be constructed along the surfaces of existing right of ways. Pervious asphalt is proposed along
sections of the trail adjacent to environmentally sensitive areas. The installations of the Rectangular Rapid Flashing Beacons,
marked crosswalks,traffic signals for pedestrians on West Valley Highway(SR 181),and a pedestrian bridge installed across
Mill Creek will be the bulk of the physical construction associated with this project.

Description of Utility Relocation or Adjustments and Existing Major Structures Involved in the Project
The trail will be constructed along the surface of the existing right of way, so no relocation of existing major
structures is anticipated. Should some existing utility structures be encountered, sufficient room exists to move the
trail in order to avoid conflict. Minor adjustment to the rims of existing underground structures is expected.
Placement location for the traffic signal pole and flashing beacon bases can be adjusted to avoid possible conflicts
with and existing structures.
