Per our phone conversation on September 15, 2014 and your subsequent comments on our initial scope of work, the general scope of work for this project would be to develop a design and provide sketches for the City to incorporate into the plan set. Project Understanding The associated Green River Natural Resource Area Pump Station is intended to reduce flooding in the Mill Creek drainage basin by pumping up to 50 cfs from the constructed lagoon to the Green River.. It is anticipated that the pump station will convey the 50 cfs storm water within'a 36-Inch diameter forcemain located under the existing access road, The 36-inch diameter pipe shall be designed to continue through the existing levy and into the Green River. We have reached out to the Corps of Engineers(Corps) asking for their design requirements associated with discharging through the levy and into the Green River. Unfortunately they have not responded to our messages. The City has informed us through their own correspondence that the Corps is requiring an energy dissipation structure prior to discharge into the Green River. For budgetary purposes we will propose the design of an energy dissipation manhole located on the top of the levy (high point). The manhole will allow for energy dissipation and serve as an air release for the 36-inch discharge pipe, If the Corps requires a structure beyond the installation of a large diameter manhole, we may need to revise this scope of work. The scope of work will consist of the following items: 1. Work closely with the City of Kent regarding Corps of Engineers permit requirements and provide sketches of details and figures as requested to assist the City with their permitting effort. 2. Provide sketches for preliminary drawings with enough detail for the City to prepare a detailed site plan at the pipe discharge location. 3. Prepare a plan and section detail for the Installation of an 8 to 12-foot diameter manhole for energy dissipation. SCOPE OF WORK Task I®Project Management/Coordination/Meetings PACE will provide administration and coordination of the project, The following items are included in this task: 1. "Attend coordination meetings with the City as required Since the design of the outlet structure has a higher priority than the pump station design, we anticipate one additional meeting. For budgetary purposes we will assume 6 hours for this one meeting. The amount of meeting time is not under our control, meeting time in excess these hours as requested by the City will be considered out of scope and subject to additional compensation, 2. Conduct a field reconnaissance of site with the design team and City staff. 3. Coordination with City and Geotechnical Engineer. 4. In-house project administration, scheduling, and direction of design team staff. 5, Preparation of monthly progress reports. Task 2-- Preliminary and Final Outlet Structure Design This task includes preparing preliminary and final drawings of the proposed improvements to submit to the City for review aid comment.This work includes: 1. Site layout with location of 36-inch discharge outlet, energy dissipating manhole, riprap, logs, and duckbill check valve. 2. Design details of energy dissipating manhole, log anchors', and trench sections. 3. Provide information for TESCP sheets. 4. Submit 30%, 60% and 90% design information for City to prepare drawings. S. Assist City with site plan figures for submittal to Corps, (City to take the lead on all permits.) 6. Review City provided budget-level construction cost estimate, Task 3 —Contract Document Preparation Assist the City with preparation of contract documents. The outlet structure will bid with the pump station and inlet structure, and that the bid documents will be based on the Washington State Department of Transportation"Standard Specifications for Road, Bridge and Municipal Construction, 2014", modified and amended as appropriate. Our understanding is that the City will incorporate our `Special Provisions"within their specifications. PACE will assist the City with advertisement, opening. the bids and awarding the project as outlined in the original contract. AutoCAD files of the site survey will be provided by the City to PACE. 2. A large diameter manhole will be used as an energy dissipater structure, If a more substantial structure is requested by the Corps, this scope of work may be amended. 3. PACE will not be required to perform any survey work. Survey will be the responsibility of the City. 4. City to provide contract documents with PACE providing additions to the special provisions as required. 5. All permitting will be done by the City, 6. The City will provide geotechnical and environmental studies as required. 7. This budget does not Include major revisions to the scope of work, B. The City will perform CARD work and prepare plans based on design sketches from PACE. Schedule The 30%design information will be submitted three weeks following notice to proceed. The 60% and 90% design information will be submitted 10 days following receipt of comments from the City and resource agencies. Fee Estimate PACE proposes to provide these services for a not to exceed amount $11,518M based upon our 201.3. Standard Rates Estimated 'direct reimbursable expenses are included in the contract amount. In summary, we have developed a scope of work and budget based on our present knowledge of the proposed project.
