The undersigned applicant or applicant's agent("Customer")requests the City of Tacoma,Department of Public Utilities,
Water Division,dba Tacoma Water,to perform the work described in the attached Letter and agrees to pay the cost of such
work.The estimated cost of the work(the"Deposit Amount")is Fifteen thousand four hundred and 00l100 dollars
($15,400.00)as detailed in the attached Estimate Fee Letter.

The Deposit Amount is an estimate and is based on the best available information. Customer will be responsible for all
applicable permit costs. All charges wi ]be billed on actual costs,plus overhead. If actual costs and overhead exceed the
Deposit Amount, the Customer will be required to promptly pay any such additional costs upon completion of work. If actual
costs and overhead are less than the Deposit Amount, any unused balance will be refunded to the Customer.
The Customer may provide an electronic copy of the site plan to assist in service location.
Please sign and return this Agreement along with the above specified deposit amount. Cheeks will not be processed
unless accompanied with this signed Agreement,
NOTE: By signing this Agreement the UNDERSIGNED acknowledges his/her acceptance of the terms and conditions
set forth herein and agrees to pay additional actual costs if any, billed by Tacoma Water in excess of the Deposit

Brief Explanation of Document:
The City of Kent, Covington Water District, Lakehaven Utility District, and Tacoma Water are the Partner
agencies that comprise the Regional Water Supply System (formerly known as the Second Supply Project
and Pipeline 5). The Partnership formally entered into the Agreement for the Second Supply Project
(Agreement) on December 19, 2002. however, discussion surrounding the Second Supply Project
commenced in the early 1980's. Through the years, the Partner agencies have enjoyed a positive
collaborative relationship. Partnership meetings have, and continue to occur, monthly.
As part of the design and construction'of Pipeline 5, Partner agencies provided Tacoma with desired
points of connection to the pipeline. Pursuant to the terms of the Agreement, costs for improvements.
downstream of the points of connection are the responsibility of the individual Partner agencies. Since
construction of the pipeline was completed, flaking of the interior epoxy lining and accumulation of
organic material have been noted. These materials, in addition to natural mineral deposits that can
accumulate on the pipeline interior and break free, can be catastrophic to the Kent water system should
they obstruct the operation of Kent's controlling valve (control valve).
The Kent control value (pictured attached) is a special valve designed to regulate flows and reduce
pressures from the Tacoma pipeline to the Kent system.' Kent has a number of similar control valves
within its distribution system performing the same functions. To prevent materials from interfering with
the operation of these control valves, strainers are installed upstream. When Kent designed its
improvements downstream of its Tacoma point of connection on the East Hill, a strainer was not
included. Kent staff has worked cooperatively with Tacoma on the location of the strainer within the
Tacoma meter vault to reduce costs associated'with this retrofit.
