SITE DESCRIPTION Based on information provided by the City, the Properties are within an area bounded by four major roadways South 260th Street on the north, South 272nd Street on the south, Pacific Highway on the west and 1-5 on the east(see enclosed parcel maps provided by the City). SCOPE OF SERVICES The Phase I ESA will be conducted in accordance with the U S Environmental Protection Agency (EPA)All Appropriate Inquiries (AAI) Final Rule', which became effective on November 1, 2006, and the ASTM International (ASTM) Standard E1527-05 The all appropriate inquires requirements are applicable to any public or private party who may potentially claim protection from Comprehensive Environmental Response, Compensation, and Liability Act(CERCLA) liability as an innocent landowner, a bona fide prospective purchaser, or a contiguous property (CERCLA Section 101(35)) In addition, parties receiving grants to conduct characterizations or assessments of brownfields properties under EPA's Brownfields Grant program must conduct the property characterization and assessment in compliance with the all appropriate inquiries requirements AMEC Environment&Infrastructure,Inc 600 University Street,Suite 600 Seattle,Washington USA 98101-4107 Tel (2DO)342-1760 Fax (206)342-1761 www amec cam Mr Matthew Knox City of Kent Public Works May 16, 2012 Page 2 of 4 i The objective of the Phase I ESA will be to compile and review available information about activities l on the properties and immediate vicinity that may have affected sod or groundwater conditions at the site The Phase I ESA will include historical records review, site reconnaissance, interviews with the current property owners and/or occupants, regulatory agency records review, and data evaluation and reporting. Brief descriptions of subtasks included in this scope of work are provided below. Historical Records Review We will review readily available records of past and present use of the sites and nearby facilities to assess potential environmental impairment. This information will be obtained from sources such as Sanborn Fire Insurance maps, if available, budding, fire, and/or health department files, historical city directory files, historical topographic maps, and historical aerial photographs. In addition, if provided by the City, AMEC will review title records for the site Site Reconnaissance AMEC will visit the Properties to observe general conditions and at adjacent properties as they relate to potential environmental impacts at the site. During site reconnaissance, photographs will be taken of on-site and off-site features suspected as potential sources of sod and/or groundwater impairment, if such features are observed Our reconnaissance will involve two AMEC personnel because of the potential vagrant presence at the properties In addition to the observations made concerning the properties, visual observation of adjacent properties will be made from the site or public areas Also, the City will not require delineation of wetlands areas as part of this phase of work. Interviews with Property Owners and/or Occupants It is our understanding that a representative of the City will contact current, and past(if available) property owners and/or occupants to facilitate interviews with AMEC personnel. Existing and past uses of the site will be discussed with persons interviewed Regulatory Agency Records Review A regulatory agency file review will be performed, if necessary and if time allows, to obtain information pertaining to environmental investigations and chemical handling on or near the Properties Prior to performing the review, we will retain the services of a commercial database firm that maintains a listing of publicly-documented facilities with environmental issues Using information obtained from the database search, we will review regulatory agency files for facilities that appear to have a significant potential to impact sod or groundwater at the Properties Files will not be reviewed for facilities that the commercial database report indicates have been closed by regulatory agencies and do not appear to have significant potential to have impacted the Properties. Data Evaluation and Report Preparation AMEC will evaluate the data obtained during the Phase I ESA and will provide a verbal briefing followed by a written report that summarizes data obtained and our interpretation thereof. Recommendations for additional assessment or remedial activities, if appropriate, will be discussed with you and included in our report or cover letter if desired AMEC will provide you with a draft copy i Mr Matthew Knox City of Kent Public Works May 16, 2012 Page 3 of 4 of the report for review and comment prior to finalization. AMEC will provide one hard copy and one CD of the final report CONSIDERATIONS BEYOND SCOPE The Phase I services provided by AMEC will not include a title search or identification of all previous site tenants, an evaluation of seismic or geotechnical characteristics, an asbestos survey, or collection and chemical analysis of samples of bulk budding materials, wastes, soil, water, or air other than the limited surface soil exploratory sampling described in this proposal In addition, other non-scope considerations, such as industrial hygiene, regulatory and permit compliance, geotechnical engineering (slope stability and liquefaction) and culturallhistoricallecological resources listed in I Section 13 15 of ASTM E1527-05 will not be addressed in the Phase I ESA. If the City requires assistance in these matters,we can provide an additional scope of services and cost estimate We understand from the City that wetland delineation is not a necessary component of this study because the City will be preserving the wetlands and not developing them We have not included in this scope and budget any evaluation of options for wetland enhancement or improvements; however, AMEC can provide these services if the City is interested. AAI and ASTM Standard El527-05 also require the City to consider the relationship between the purchase price of the site to its fair market value An evaluation of this relationship will not be performed by AMEC, however, this information can be summarized in the Phase I ESA report, if provided to AMEC by the City INFORMATION TO BE PROVIDED BY CLIENT To comply with AAI and ASTM E1527-05, AMEC requests the City to provide the following information • title and judicial records to identify environmental liens or Activity and Use Limitations (AULs), such as restrictions on land use; • any specialized knowledge the City has that may assist in evaluating environmental conditions of the site, and If these pieces of information are not provided to AMEC, AAI and ASTM El527-06 requires them to be identified as possible data gaps to our assessment in our report. User(Client) Reliance The Phase I ESA will be completed for the use of the City No other person or organization will be entitled to rely upon any part of the report without the prior written consent of AMEC. The City may not release parts of the report but may release the whole report to third parties; however, in doing so, the City shall indemnify and defend AMEC from and against all claims arising out of or in conjunction with such use or reliance by third party Additionally, any third party in using this report agrees that it shall have no legal recourse against AMEC I Mr Matthew Knox City of Kent Public Works May 16, 2012 Page 4 of 4 Schedule AM EC can visit the Properties during the week of May 28, 2012, or sooner if the City prefers, provided the City obtains permission to access the site.
