• MEMORANDUM OF UNDERSTANDING

THE CITY OF KENT
And
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, Local #2617
This Memorandum of Understanding (hereafter referred to as the "Agreement")
memorializes the agreement between the City of Kent ("City") and Washington
State Council of County and City Employees, AFSCME Local #2617 ("Union").
A vacant part-time, non-benefitted, Administrative Assistant 1 (AF23) position
represented by AFSCME currently exists in the Housing & Human Services division
("H&HS") of the Parks, Recreation and Community Services Department. This
position is currently budgeted in 2012 for up to 16 hours per week. The City and
Union desire to fill the vacancy with a current, part-time, benefitted AFSCME
employee; the primary position will be defined as that which provides for benefits
and the H&HS position will be defined as the secondary position.
The selected employee will be compensated at the pay range of his/her primary
classification while working in the primary position for the primary department and
compensated at the Administrative Assistant 1 pay range for hours worked in the
• secondary position for H&HS. There is no intent for the employee selected to incur
overtime hours to complete the duties of the primary position and/or the secondary
position; for example, an employee working 30 hours per week in his/her primary
position will be expected to work no more than 10 hours per week in H&HS.

However, an employee working 21 hours per week in his/her primary position will 9
only be allowed to work up to the maximum budgeted hours of 16 hours per week
in H&HS. To meet the hours worked requirement, the H&HS manager is agreeable
to a flexible schedule to meet the needs of the primary department, providing that
all required deadlines are met for the H&HS position.
Holiday, Annual Leave, and Sick Leave accruals will be prorated for hours worked in
both the primary and secondary positions in accordance with Section 17.2.B.2,
Section 18.1, and Section 19.1, accordingly. Seniority will remain with the primary
position, in accordance with Section 3.2.
Should there be no employee selected from the current, part-time, benefitted
AFSCME employee group, the City and Union agree to meet to discuss other options
of filling the vacancy.
This Agreement shall not be interpreted to create a past practice nor shall it set
precedence for either party. By signature below, the parties agree that the above
represents the parties' full and entire agreement.
