Those analyses will e support the City's design of two new culvert crossings along the 64th Avenue South drainage channel, downstream from the South 228th Street Improvements Project(Project) new stormwater bypass pipeline. The Consultant will coordinate with the City in completing these services within the established budget and within a mutually-agreeable schedule under this agreement, as adjusted for any scope changes or other potential delays outside of the Consultant's control. The Consultant shall be responsible for the information and content represented in documentation generated by the Consultant under this contract. SCOPE OF WORK Task 1 —Hydraulic Analysis of 64th Avenue South Drainage Channel/Crossings The Consultant will conduct hydraulic analysis of the 64th Avenue drainage channel and culvert crossings using the HEC-RAS hydraulic backwater model as an extension of modeling work previously completed by the Consultant for the Project to the extent defined by the following anticipated analysis needs: • Review current weir elevation survey data provided by the City for hydraulic model adjustment needs; also update channel and culvert crossings section data in accordance with survey data requested by the Consultant and provided by the City. • Confirm hydrologic modeling flow data included in the hydraulic model based on prior analysis • Conduct preliminary hydraulic profile capacity analysis of the 641h Avenue South drainage channel and culvert crossings (those to be replaced as well as existing www.anchorqea com 1 AddnionaI Scope of Work—City of Kent South 228th Street Improvement Project 64th Avenue South Drainage System Analysis and Design Assistance crossings upstream of the Project's new bypass pipeline outfall;the downstream and upstream limits of hydraulic modeling analysis will be the GRNRA treatment wetland outlet weir and approximately South 231st Street,respectively • After the Consultant analyzes sizing for new culvert improvements replacing existing crossings at South 226th Street and an upstream multi-purpose (UPRR and driveway) crossing north of South 228th Street, and the City concurs with recommended improvements sizing, the Consultant will complete final hydraulic analysis for the s d drainage channel and new/existing culverts including generation of hydraulic profiles for a range of design flow frequencies up to the 100-year event I • Consultant will evaluate results of the hydraulic analysis jointly with the City, including comparison of flood profiles to channel bank and adjacent developed areas to confirm that increased flooding will not result(or otherwise notify the City of i further improvement needs) The Consultant will coordinate with the City's design team in completion of these hydraulic analysis services, including phone and e-mail correspondence for successful execution of these services. Requested meetings will be conducted under Task 4 services. I Task 2—Hydraulic Design Sizing of Road/Railroad Culvert Crossings ! E The Consultant will assist the City with sizing of recommended culvert crossing improvements along the 64th Avenue South drainage channel. This is assumed to consist of two crossings, one at South 226th Street, and a second for a railroad spur track and driveway ' access crossing between South 226th Street and the South 228th Street Project outfall location. The consultant's hydraulic design input wrill be limited to facility sizing, elevations, and hydraulic design criteria;civil layout and design will be provided by City staff(unless further authorization is provided); structural design is assumed to be provided by other supporting consultants. Page 2 Additional Scope of Work—City of Kent South 228th Street Improvement Project 64`h Avenue South Drainage System Analysis and Design Assistance I Task 3— Technical Memorandum - Hydraulic Design Findings, Recommendations The Consultant will prepare a technical memorandum to summarize the hydraulic analysis methods, assumptions, results/findings and recommendations. A draft memorandum will be prepared initially for City review including text,tables, and figures (limited to one). After City comment, a final memorandum will be prepared in response to comments. This assumes no major changes to analysis results and their presentation. Task 4-Project Management, Coordination, and Meetings The Consultant will provide project management for all services under this Scope of Work, f including client and internal project team coordination as follows: • Coordinating with the City's design team and Consultant's internal project team for execution of requested services and summary of results • Conducting quality assurance/quality control review of primary deliverable products • Preparing for, attending, and summarizing one one-half day meeting with City staff to facilitate analysis and design coordination and recommendations development j (assumes one staff attending) • Preparing monthly invoices with progress reports DELIVERABLE WORK PRODUCTS j The deliverable work products within the Scope of Work include: • Task 1 —HEC-RAS hydraulic model files and output, tables (MS Word and PDF), and figures (PDF) to summarize the results of hydraulic analysis of the City improvements to the 64,h Avenue South drainage channel/crossings • Task 2—Culvert improvements recommended sizing and elevations, as summarized by the Task 3 technical memorandum • Tasks 3 -Technical memorandum (MS Word and PDF format) to summarize the methods, assumptions, findings, and recommendations of the hydraulic analysis conducted for the conveyance system and new culvert improvements • Task 4 - Meeting inputs and notes summarizing meeting discussions and decisions, and monthly Project status and budget updates to accompany invoicing Page 3 x s Additional Scope of Work—City of Kent South 228th Street Improvement Project 64`h Avenue South Drainage System Analysis and Design Assistance KEY ASSUMPTIONS The key assumptions for this Scope of Work include: • The City will lead design of improvements,with the Consultant providing hydraulic analysis and supporting hydraulic design assistance for the components designated in the Scope of Work. • No new hydrologic modeling of the 64th Avenue South drainage channel tributary drainage area will be required;the Consultant will use prior hydrologic modeling analysis results completed for the City's Drainage Master Plan update along with subsequent analysis conducted for the Project. • Hydraulic modeling analyses of the 64,h Avenue South drainage channel and existing/new culverts will extend from the Green River Natural Resources Area (GRNRA)upstream to approximately the South 23152 Street crossing unless otherwise agreed to with City Project staff. • No hydraulic modeling analysis of tributary storm drainage systems to the 64tb Avenue drainage system will be conducted unless mutually agreed to, and only if adequate budget remains to complete those additional services; otherwise further funding authorization will be required. • All survey and mapping data needed to complete the hydraulic analysis will be provided by the City based on request for specific survey data needs provided by the Consultant. j • Once work is completed and reviewed with the City,further requested analysis needs based on City design changes will be considered as added services beyond the scope. • No design layout,preliminary or final design Plans, Specifications, and Estimates (PS&E) documents will be produced by the Consultant. FEE ESTIMATE AND AUTHORIZATION �i The attached fee estimate table (Attachment A) provides a summary of labor and expense budgeted costs to successfully complete the Scope of Work. Invoicing will be based on a time and reimbursable expense basis in accordance with the Consultant's 2011 billing rate schedule included with the previously authorized Professional Services Agreement(PSA). A 5 percent service charge will apply to subconsultant services (not anticipated) and to the Consultant's outside service reimbursable expenses. Page 4 Additional Scope of Work—City of Kent South 228th Street Improvement Project 641"Avenue South Drainage System Analysis and Design Assistance The total estimated not-to-exceed budget for services conducted under this agreement is $12,500. The Consultant understands that Scope of Work tasks will be authorized by amendment of the current PSA under mutually-agreed-upon terms. SCHEDULE The schedule for completion of services under this Scope of Work and agreement shall be as mutually agreed to between the City and Consultant. It is currently understood that the work under this authorization could extend through December 2012 to allow City's design completion for bid advertisement and construction.
