MEMORANDUM OF UNDERSTANDING
• By And Between The
CITY OF KENT
and
KENT POLICE OFFICERS ASSOCIATION
Representing the
POLICE SERGEANTS AND OFFICERS
and
POLICE CAPTAINS AND LIEUTENANTS
This Memorandum of Understanding ("MOU') is entered by and between the City of
Kent ("City') and the Kent Police Officers Association representing the Police Sergeants and
Officers bargaining unit, and the Police Captains and Lieutenants bargaining unit ("KPOA'). This
MOU memorializes the agreement reached between the City and the KPOA regarding the use of
a Temporary Employee in support of the Volunteers in Police Services ("VIPS") program
and the Citizens Academy in the Kent Police Department.
• The parties recognize that the KPOA has historically been the bargaining representative for
personnel assigned to provide oversight of the VIPS program and the Citizens Academy.

• The parties further recognize that the use of a non-represented temporary employee in
support of the VIPS program and Citizens Academy is mutually beneficial to the parties as
• well as the citizens of Kent.
• To this end, the parties have discussed and agree to the following:
➢ The Kent Police Department may use a non-represented temporary employee in
accordance with City Policy 1.1, Section 1.1.3, Temporary Employees, to work in
support of the VIPS program and the Citizens Academy.
➢ The temporary employee will be supervised by a member of the KPOA.
➢ The KPOA reserves the right to reclaim this body of work in the future by
providing thirty (30) calendar days written notice to the Police Chief.
➢ The Kent Police Department agrees to cease using the temporary employee
within thirty (30) calendar days or less after receipt of written notice from the
KPOA regarding its intent to reclaim the work.

This agreement shall not set precedence with regard to the use of temporary employees within
the Police Department. By signature below, the parties agree that the above represents the
parties'full and entire agreement with regard to the use of a temporary employee in support of
the VIPS program and Citizens Academy.
