. • MEMORANDUM OF UNDERSTANDING
By and Between the
CITY OF KENT
and
THE KENT POLICE OFFICERS ASSOCIATION
Representing the
Police Sergeants and Officers
and
Police Captains and Lieutenants
This Memorandum of Understanding ("MOU") is entered into between the City of Kent ("City")
and the Kent Police Officers Association ("KPOA") to memorialize the agreement for the
Acting and Provisional appointment of Sgt. John Pagel to the position of Captain.
The parties recognize that due to a number of recent promotions within the department there is a
need for experienced leadership at the rank of Captain until such time as a Captain's promotional
list can be established.
To that end, the parties agree to the appointment of Sgt. John Pagel as an Acting Captain for 30
days followed by appointment to Provisional Captain for up to four months. While serving as
• Acting and Provisional Captain Sgt. John Pagel shall retain all benefits, to include eligibility for
overtime, as are provided for in the KPOA Sergeants and Officers collective bargaining
agreement ("CBA").
In accordance with Article 17, Section 17.4, Working out of Classification, of the Police
Sergeants and Officers CBA, Sgt. Pagel shall be paid at the rank of Captain while serving in the
Acting and Provisional capacity.
By signature below the parties agree that this MOU represents the parties' full and entire
agreement with regard to this matter.
