MEMORANDUM OF UNDERSTANDING
BY AND BETWEEN
• THE CITY OF KENT (CITY)
AND
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, LOCAL #2617 (UNION)
This Memorandum of Understanding (MOU) represents the parties' agreement to
amend Section 1.4 - Limited Term Employees.
The parties are aware that the City is in the process of hiring a grant-funded,
regular, part-time Evidence Custodian. This position is not Civil Service and,
therefore, will not be tested as a Civil Service employee. Due to the nature of the
Civil Service environment, the City agrees to the following:
The employee that is hired into the position will be notified in advance of
the Civil Service testing requirements should the grant-funded posi
tion
become full-time and eligible for Civil Service status.
• The employee that is hired as limited term will receive a polygraph
• examination and background.
• If the limited term position becomes full-time, the incumbent must pass
the required Civil Service testing, a psychological evaluation, and an oral
right of refusal.

By signature below, the city and the union agree that the above represents a
clarification of Section 1.4-Limited Term Employees as it pertains to the conditions
of first right of refusal for part-time police personnel going full-time and becoming
eligible for Civil Service status.
