MEMORANDUM OF UNDERSTANDING
BY AND BETWEEN
THE CITY OF KENT(CITY)
AND
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME,AFL-CIO,LOCAL#2617(UNION)
As a means of compromise and in light of the extreme staffing difficulties being faced at
the City of Kent Jail, the Union and the City have agreed that Officer McCuistion and Officer
Gnesbach will work the uncovered hours at the]ail caused by Officer Scott's resignation The
agreement is reached based on the very unique circumstances at the Jail, specifically regarding
staffing levels. Specifically,it is agreed by all parties that this agreement does not set any type
of precedent for any future situations. McCuistion and Griesbach will work a modified grave
schedule of 2300-0600 at the jail and 0600-0900 at the annex. The schedule would coincide with
Officer Scott's schedule with Monday, Tuesday and Wednesday off. This rotation will
commence Feb 19 and McCuistion and Griesbach will rotate every fourth Sunday,
McCuistion- Feb 19 to March 18
Griesbach- Mar 19 to Apr 15
McCuistion- Apr 16 to May 13 (May 6 rotate onto bid shift)
Griesbach- May 14 to Jun 10
Continued 4-week rotation until Officer Henderson has completed FTO.
It is anticipated that Officer Henderson will be assigned to a shift by June 1. When Officer
Henderson completes FTO and is able to fill a position, Officers Griesbach and McCuistion will
return to their normal schedules and days off at the annex. If Officer Henderson does not
complete FTO,or if other staffing issues arise, the parties agree to meet in labor/management to
discuss alternatives.
Officer McCuistion and Officer Griesbach will be allowed to shift bid(for one shift to be
worked jointly)in February for the May rotation using Officer Griesbach's seniority. For the
May rotation, the shift selected by Officer McCuistion and Officer Gnesbach will keep a
modified schedule for the shift that is bid on. This allows for completion of tasks at the annex
while reducing the amount of mandatory overtime at the jail.
Dayshift: 0600-1300 jail, 1300-1600 annex
Swingshift: 1300-2030 jail,2030-2300 annex
Graveyard, 2300-0600 jail, 0600-0900 annex
Both Officer McCuistion's and Officer Griesbach's term in their respective programs
positions shall be extended by a minimum of two (2) rotations. Officer MCCuiStiOn's assignment
to Work Crew Coordinator will be extended through at least August 2007. McCuistion's current
assignment expires December 2006. If Officer McCuistion does not re-apply or is not reselected,
she will rotate back to the jail in conjunction with the next shift bid Officer Griesbach's
assignment to Programs Coordinator will be extended through at least April 2008. Gnesbach's
current assignment expires August 2007. If Officer Griesbach does not re-apply or is not
reselected, she will rotate back to the jail in conjunction with the next shift bid.
