Viseth Department: ES Detail: (i.e. address, location, parcel number, tax id, etc.): S Public\RecordsManagement\Forms\ContractCover\adcc7832 1 11/08 MEMORANDUM OF UNDERSTANDING • BY AND BETWEEN THE CITY OF KENT (CITY) AND WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES, AFSCME,AFL-CIO, LOCAL #2617 (UNION) This Memorandum of Understanding is reached and signed as a memorialization of a question over the use of a temporary in Customer Service AHftftg that occurred in 2003 The City agreed that it had used Susanne Shaw as a temporary in a work group that had been affected by a layoff and that this was a violation of the terms of the Collective Bargaining Agreement The City was very clear that this was an accidental violation, based on oversight and not a purposeful violation It was further agreed that the City could continue to use Susanne Shaw in the following circumstances (and only these circumstances) To cover for Brad Hazeltine when he was absent attending his pre-approved classes To cover for Ann Erickson when she was on medical leave It was further agreed that any employees in the work group who were not able to reduce their n vacation below 240 hours by the end of the year were able to carry over their full accrual (for 2003 only) This agreement was made as a compromise on this particular situation only and shall not serve as a precedent for any matter By signature below, all parties agree with the provisions of this agreement Signed this 2 A t2ja. day of February 2004 For the Union: For the City � 0 5'444� zf,,L.g Rob M Sprague, kaffRepresentative S i eth, yee ServicegTfNqtor Kathleen Senecaut, Local 42617 President Anh Hoang, Labor R la 'ons Manager I
