Fax 253-856-6270 requested reclassification evaluations in December 2003 Due to the
Jobline 253-856-5272 changes in their duties and responsibilities within the recent months,
the reclassification analysis recommends that they be reclassified to
the Senior Accountant classification The City contends that the Sr.
Accountant classification within the City of Kent is an exempt, non-
represented, management-benefits eligible classification The City
• and Local 2617 have met to discuss this reclassification
recommendation Though both parties agree on the classification and
pay recommendation, the issue of representation is in dispute. The
City is in the process of filing a Unit Clarification with the Public
Employment Relations Commission (PERC) to assist with this
question of representation While such representation decision is
pending, the parties agree to implement the reclassification with the
following understanding.
1. The employees are classified as Sr. Accountants effective
January 1, 2004;
2 Until a representation decision is made by PERC, the
employees' compensation will be as follows:
➢ Salary at range AF38, step D for Paula Barry at $62,201
(2004 rate) per year,
➢ Salary at range AF38, step E for Barbara Lopez at $65,485
(2004 rate) per year, and
➢ Both employees shall be eligible for overtime pay in
accordance with the AFSCME labor agreement
➢ Both employees shall be fully covered by the AFSCME labor
agreement for all aspects of employment.
3. Once a representation decision is made by PERC and if such
decision is for the employee(s) to continue to be represented by
• the AFSCME Local 2617, the employees' compensation will
remain as stated in #2 above.

4. Once a representation decision is made by PERC and if such
decision is for the employee(s) to be non-represented, the
employee(s)' compensation will be as follows effective the first of
the month following the date of the Unit Clarification decision
➢ Salary at range NR38, step D for Paula Barry at $62,076
(2004 rate) per year
➢ Salary at range NR38, step E for Barbara Lopez at $65,196
(2004 rate) per year,
➢ The non-represented employee(s) will be classified as
exempt under FLSA for overtime purposes This means the
employee(s) will no longer be eligible for overtime
compensation.
➢ The non-represented employee(s) will be eligible for the
City's management benefit program, level C, which allows
$1,096.56 (2004 rate) per year (pro-rated for the remainder of
the year) to be allocated towards various benefits as offered
by the City
The above represent the parties' full understanding and agreement with regard to this
