THE CITY OF KENT (CITY)
AND
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME,AFL-CIO,LOCAL #2617 (UNION)

agreement on the creation of the Permit Technician Series (Permit Technician I, II and III) This
agreement is contingent on the parties coming to a full agreement on the three separate job
descriptions and the requirements for progression through those classifications. The parties have
agreed to the following.
• The City can recruit and hire entry level Permit Technician I's at Pay Range AF
23, effective immediately (September 30, 2004).
• • All existing Permit Technicians shall be considered Permit Technician II's and
shall remain at Pay Range AF 27, and the Permit Technician Lead shall remain at
Pay Range AF 29, subject to any subsequent reclassifications.
• The progression from a Permit Technician I to a Permit Technician II shall be
automatic, within one to two years, unless previous City of Kent Permit
Technician experience allows a more rapid advancement Progression shall be
based on satisfactory performance, length of time served, and meeting the
minimum requirements as described below:
Minimum Requirements for Progression:
• 4 cumulative years of customer service (minimum requirement for
Permit Technician I is 2 years),
• 2 years working in government ,
• 1-2 years Permit Technician work experience,
• 1 year City of Kent Permit Technician work experience, and
• Obtaining ICC Development Permit Technician Certification
• In the event that a Permit Technician, of any range within the series, receives
approval to job share, the new incumbent will be evaluated on their completion of
the minimum requirements. The new incumbent will be placed within the series
• solely upon their experience and certification not on the level of their job share
partner.

• If a full agreement and corresponding Memorandum of Understanding is not put
into place to cover the entire series of Permit Technicians by February 28, 2005,
this Memorandum of Understanding shall no longer be binding. This MOU shall
only be in effect until a replacement is negotiated and agreed upon for the entire
Permit Technician series or February 28, 2005, whichever comes first.
• If this agreement expires without a replacement, all Permit Technician I's shall be
immediately placed in a Range AF 27, A step effective March 1, 2005 and their
step increment date shall remain the same.
