MEMORANDUM OF UNDERSTANDING
• BY AND BETWEEN
THE CITY OF KENT (CITY)
AND
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, LOCAL#2617 (UNION)
This Memorandum of Understanding ("MOU") is reached and signed to memorialize an
agreement between the City of Kent ("City") and AFSCME Local#2617 ("Union") during
Labor/Management regarding the use of a limited-term position in the Customer Service Division of the
Finance Department This agreement applies only to this limited-term position and shall not be precedent
setting for any future situations The parties have agreed to the following provisions
• The Customer Service Division has been authorized funding for a limited-term employee to
perform courier duties The union member who normally performs this function will be
participating in a project to automate the City's purchasing system This automation project is
anticipated to last for approximately eighteen (18) months The use of this limited-term position is
to backfill for this union member for up to twenty(20) hours per week during this period Mr Mark
Maughan, a regular part-time(RPT) Meter Reader 2, who is currently represented by the
Teamsters collective bargaining agreement(CBA) has accepted the City's offer of employment to
perform these courier duties The parties agree on the following with regard to Mr Maughan's
terms of employment
• The parties recognize this body of courier work to be performed by this limited-term employee is
represented by the AFSCME bargaining unit and will continue to be so represented
• The parties are in agreement to have Mr Maughan be dually represented by the Teamster
Bargaining Unit for the Meter Reader work he performs, while being represented by the AFSCME
Bargaining Unit for the Courier work Mr Maughan will have full rights and privileges of the
AFSCME CBA, and will pay union dues to AFSCME in the amount specified therein for all hours
and activities in the performance of the Courier duties All hours and activities in the performance
of the Meter Reader duties shall remain represented by the Teamsters CBA
This position shall be of limited employment duration. Once the automation project is complete
and the regular employee who normally performs this Courier function resumes her courier
duties, Mr Maughan will no longer be employed in this limited-term position and will not qualify
for the layoff and recall provisions of the AFSCME CBA
• The salary for this position shall be set at range AF15.
• This MOU will expire upon the regular employee's resumption of her courier duties or Mr
Maughan's separation from the courier duties, whichever occurs first
