. LETTER OF UNDERSTANDING
By and Between the
CITY OF KENT (CITY)
And
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, LOCAL #2617 (UNION)
Cyndi Wilbur was hired into a two-year position as (Capital Project) Senior Financial Analyst on
June 1, 1999 The purpose of her position was to backfill for a Senior Financial Analyst who
was assigned to the JDE Financial System implementation team This system implementation
process has resulted in the extension of the implementation team's absence beyond the initial
two-years with an uncertain return date As a result of the JDE project's extension, Ms Wilbur's
employment has been extended without definition At this time, Ms Wilbur has requested a
clarification of her employment and seniority status
The parties agree to the following understanding with regard to Cyndi Wilbur's seniority status
with the City of Kent
• The parties agree to recognize Ms Wilbur's employment as a regular employee from
June 1, 1999 to present As such, her seniority as a regular employee shall be as
defined by the collective bargaining agreement
• She shall be afforded all the protection and benefits of the collective bargaining
agreement
• This understanding shall not be interpreted to be a violation of any of the terms of the
Collective Bargaining Agreement based on the special circumstances of this situation
• This agreement between the parties shall also be considered non-precedent setting for
the future
