MEMORANDUM OF UNDERSTANDING
By and Between City of Kent and
Washington State Council of County and City Employees, AFSCME, Local #2617
The parties have met and discussed the Union's request that the City voluntarily recognize the
Union as the sole exclusive bargaining representative of the employees in the Property
Management Section, under the direction of the Property Manager, in the Public Works
Department.
The City is willing to voluntary recognize the employees in the Property Management Section
under the following conditions:
1. That the status of the Cost of Living adjustment for 1998 of 3 3% that the employees
affected by this affiliation have been receiving since January 1, 1998, will remain status
quo subject to the negotiations process Any adjustment(s) will be effective as of this
agreement The parties recognize that this is not intended to be precedent setting; and
2. That management benefits will cease for the Property Analyst position upon signing of this
agreement Article 4 - Hours of Work will apply to both positions upon signing of this
memorandum of understanding, and
3. That the current practice of contracting out work related to property acquisition,
negotiations and appraisals continue to be management's discretion; and
4. That the job description for the Property Analyst be updated It is not the intent of the City,
through the updating of the Property Analyst job description to functionally demote the
incumbent
This memorandum of understanding is intended to clarify the parties intent regarding voluntary
recognition of the Property Management Section, under the direction of the Property Manger, in
the Public Works Department.
