2000 Rob Sprague Business Representative AFSCME, Local 2617 PO Box 750 Everett, WA 98206 Re Letter of Understanding Permit Center Reorganization The City and Union have met to discuss a reorganization within the former Planning Department The reorganization is as follows • The Housing and Human Services Division of Planning will now report to the Parks Department to become to Human Services Division of the Parks, Recreation and Community Services Department • One Office Technician II position from the Planning Administrative Services Division will now report to the Human Services Manager in the Parks Department • All Administrative Secretaries in the Planning Department will continue to report to the Administrative Assistant III in the now Office of Planning Services • All Plans Examiners who reported to the Plans Examination Assistant Building Official will now report directly to the Building Official • The City shall develop and implement a co-located Permit Center to be located in the Centennial Building Staffing of the new Permit Center include • The City has created and hired a new Permit Manager, NR43, to manage and supervise all aspects of the new co-located permit center operations, • Each of the four departments (Engineering, Planning, Building/Development, and Fire) responsible for the review and approval of City land use, development and construction permits will assign one plan review employee to work at the permit center daily These employees will continue to report to their respective supervisors within their home departments, • Four Permit Technicians will be responsible for taking in all land use, development and construction permit applications • Three of the four existing Development Permit Technicians will be reassigned to work at the co-located permit center and will report to the Permit Manager effective September 16, 2000, • One existing Development Permit Technician will remain in Development Services and will report to the Building Official and • One Bond/Permit Specialist from the Public Works/Engineering Division will be reassigned to work at the co-located permit center and will report to the Permit Manager effective discuss and mutually agree on the following with regard to impacts of this reorganization on AFSCME bargaining unit members • The three Development Permit Technicians, AF27, who are reassigned to work at the co-located permit center will suffer no loss in classification or compensation as a result of this reassignment although some changes in their lob descriptions may result from the separation of Development Services from the Permit Center They will report to the Permit Manager effective September 16, 2000 • The one Development Permit Technician, AF27, who remains in Development Services will continue to report to the Building Official This position will provide technical and administrative support to the Development Services Division Although there may be some changes to the employee's lob description, the employee will suffer no loss in classification or compensation as a result of the realignment of work duties assigned, and • The one Bond/Permit Specialist, AF25, from the Public Works/Engineering Division will be reassigned to work at the co-located Permit Center This position will retain all permit • intake and processing duties and responsibilities of her previous position The bonds and construction support duties & responsibilities of her previous position will reassigned to other Engineenng support staff In addition, this position must perform all the duties and responsibilities of the other Permit Technicians assigned to the Permit Center This position will report to the Permit Manager effective September 16, 2000 Asa result of these changes, this position will be upgraded to the Development Permit Technician classification at salary range AF27 • The one Office Technician II, AF16, will suffer no loss to classification or compensation as a result of her new reporting relationship to the Human Services Manager in the Parks Department The above represents both of the parties'full understanding and agreement with regard to this issue This agreement
