• MEMORANDUM OF UNDERSTANDING
By and Between
The City of Kent
and
AFSCME Local 2617
This memorandum of understanding is intended to outline the parties agreement on the
hiring of a person with developmental disabilities to fill a Public Service Aide position
within the bargaining unit. The parties have met and discussed the mutual benefits to
the City, the Union, employees and the citizens of Kent in finding creative ways to
provide integrated employment opportunities for a person with developmental
disabilities. To that end the City and Union are committed to working in partnership to
recruit and retain a developmentally disabled person in a Public Service Aide position.
It is agreed between the parties, as denoted by signatures below, that the following
terms and conditions shall prevail:
1. A regular part-time (75%) Public Service Aide position, salary range AF 7 shall
be established as a represented employee in this bargaining unit for a trial period
• of six months, commencing August 11, 1997.
2. This Public Service Aide position shall be designated for a developmentally
disabled individual who resides within the City of Kent.
3. The City maintains the right to re-assign this position as needed to meet
operational needs and to ensure appropriate placement of the developmentally
disabled individual within the organization.
4. The Union agrees to waive the provisions of Section 3.6 - Job Vacancies for this
pre-designated position.
5. The establishment of this position is not intended to supplant other bargaining
unit positions.
Unless specifically modified herein, the affected employees shall be covered by all
applicable provisions of the collective bargaining Agreement and any Addendum.
Should a conflict arise between current practice and the terms of the collective
bargaining Agreement that is not specifically addressed herein, the parties agree to
immediately negotiate said conflict only.
