WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, LOCAL #2617 (UNION)
This Memorandum of Understanding (MOU) represents a mutual agreement
reached between the City and the Washington State Council of County and
City Employees, AFSCME, AFL-CIO, Local #2617. The parties have agreed to
the following:
Employees of the City agreed to a furlough leave program in order to reduce
layoffs, save jobs and minimize necessary service reductions due to the
recession. Those savings were insufficient and layoffs became necessary to
balance the budget. Requiring furloughs and then requiring employees
subject to layoff to "repay" the City for "unearned" furlough time already
taken is of little savings and damaging to morale of those laid off and those
who remain.
Therefore, during 2009 employees who are separated from employment
(voluntarily or involuntarily laid off) as part of a budget reduction strategy by
the City shall not be required to "pay back" the City for any furlough time
that was taken prior to being "earned."
