HomeMy WebLinkAboutCAG1997-0133 - Supplement - King County Dept of Natural Resources - Provision of Surface Water Services - 11/05/2009 Additional Services Interlocal Agreement Between King County and City of Kent For The Provision of Surface Water Services Scope of Work Frager Road South—Roadway and Embankment Slump Repair Stoneway Lower Revetment Repair King County will provide services to the City of Kent under this Scope of Work pursuant to the Interlocal Agreement Between King County and the City of Kent for the Provision of Surface Water Services, executed March 26, 1997. PROJECT DESCRIPTION The January 2009 flood damaged a 185 foot-long segment of the Frager Road South- Stoneway Lower Revetment at RM 19 55 on the left bank of the Green River. This revetment supports and protects the shoulder of South Frager Road in Kent, a two lane asphalt road that currently serves as a maintenance access road between S. 2121h Street and South Meeker Street Frager Road also serves as a means of access to the City of Seattle's Midway Landfill,lust upstream from the damaged location. The cause of the failure is prolonged saturation of embankment soils following release of stored floodwater during the January 2009 flood. Prolonged saturation of the riverbank and roadway fill soils followed by rapid drawdown of river stage caused a deep-seated rotational slope failure which has left the road completely unserviceable and dangerous to trail users and maintenance vehicles In addition, damage to this riverbank and roadway threatens the structural integrity of a pipeline conveying leachate from the City of Seattle's now-closed Midway Landfill The purpose of this project is to perform emergency repairs to the failed road by stabilizing the river embankment and surface roadway and preventing damage to the leachate force main. The roadway must also be kept in a serviceable condition for flood patrol vehicles to travel along the left bank of the Green River between South 212th Street and South Meeker Street. Because of flood damage to Howard Hanson Dam at RM 65, the Green River valley is highly vulnerable to extremely severe flooding should a large flood occur during the upcoming rainy season(s). The roadway also supports essential access to SPU infrastructure associated with the landfill that must be inspected and maintained. TASKS King County will perform the following tasks to complete the revetment repair: A. Temporary Erosion and Sediment Control 1. The following tools and materials will be available on site and deployed as needed during construction: • Straw bales for slope mulching • Silt fencing for perimeter siltation control Additional Work- Interlocal Agreement j King County and City of Kent Surface Water Surfaces • Hand brooms, street sweepers, and wash trucks for control of sediments on paved traffic surfaces • A spill response kit 2. The following materials will be available for transport to the site as needed: • Crushed rock for control of soil pumping on exposed soils in heavy traffic areas • Crushed rock for staging areas and road shoulders • Pea gravel and/or straw wattles for filter berms and for anchoring silt fence installations All paved traffic areas will be kept free from sediment accumulations by daily sweeping or washing. B. Road and Embankment 1. Establish traffic control flaggers and set concrete Jersey-wall barricades as needed to isolate existing failed easterly (northbound) lane from traffic. Place steel plates over the leachate line location and relocate the remaining westerly (sorthbound) lane to create a temporary access roadway, with fill placement as shown on the plan sheets. 2. Maintain all traffic in remaining (westerly) lane with traffic control flaggers throughout construction activities. 3. Coordinate with the City of Kent and Seattle Public Utilities prior to and during construction to address concerns about maintaining Frager Road South and the landfill leachate force main. 4. Remove cracked asphalt from failed portions of Frager Road South and dispose of in an approved asphalt recycling location. 5. Remove and salvage an existing clump of willows from the slumping soil block, with intact roots and set aside in wet conditions for re-use. 6. Working with the Project Ecologist, identify and flag the OHWM at each end of the project site, and in additional locations as may be practical for survey identification and reference during construction. 7. Working from the top of slope along the remaining road edge, excavate a narrow shelf or bench within 3 feet of the identified OHWM, of sufficient width to install a silt fence the full length of the slope repair area. Leave an intact band of vegetation along the margins of the channel a minimum of 3 feet in height from the OHWM when installing the silt fence. 8. Excavate and remove failed road and slope materials from the slump area in order to form an access ramp and construction bench landward from the silt fence, and Additional Work Interlocal Agreement 2 King County and City of Kent Surface Water Surfaces from one to 3 feet above the OHWM, as shown on the plan view and cross- section diagrams. 9. Maintaining a minimum one-foot high berm of earth or crushed rock to separate the work from the water column, stabilize the construction bench as needed for equipment and truck access to the work area by over-excavation and replacement of unsuitable soils, placement of geotextile fabrics, placement of quarry spalls and crushed rock, and placement of wooden soil mats as needed. 10. Operating from the stabilized construction bench, place 56 each 28 foot long, 14- to 16-inch diameter untreated fir pilings in three offset (staggered) rows at 10 feet on center, as shown in the plan view and cross section diagrams. Drive the tops of the pilings flush with the elevation of the OHWM, or to refusal, and trim to the OHWM elevation as necessary. 11. Secure logs with rootwads to the pilings and to each other as directed by the project engineer and the project ecologist, forming a matrix of logs seated on the river bed below the OHWM, along the length of the excavated bench and construction ramp areas. Chain the logs to 1-1/8 inch holes drilled in the pilings, using 5/8-inch high strength chain. Chain the logs to each other using 1/4 inch un- galvanized deck- lashing chain. 12. Proceeding from the downstream end of the bench and progressing upstream to the access ramp, excavate and remove all temporary construction stabilization materials from the bench and replace them with amended planting soil along the full length of the construction bench. Place willow and dogwood cuttings and additional potted plants along the riverward margins of the planting soil area prior to final soil placement along this edge, and cover them as directed by the project engineer and the project ecologist. 13. As bench excavation and soil placement proceed upstream, place 36 each 28-foot long 16 inch-to-I8 inch untreated fir pilings at 10 feet on center, along the full length of the bench in 2 staggered rows as shown on the plan sheets and cross section views Drive until pile tops are approximately 3-1/2 feet above the OHWM elevation or to refusal, and then trim tops to this elevation 14. Secure 16 each 28 foot-long logs with root wads to the pilings on the bench and to each other as directed by the project engineer and the project ecologist Chain the logs to 1-1/8 inch holes drilled in the pilings, using 5/8-inch high strength chain. Chain the logs to each other using'/4 inch un-galvanized deck- lashing chain. 15. Place a minimum one-foot thick layer of amended planting soil the full length of the bench, along the base of the slope at the slope reconstruction position shown in the plan drawings and cross section views Additional Work lnterlocal Agreement 3 King County and City of Kent Surface Water Surfaces 16. Place live willow and dogwood cuttings the full length of the soil layer thus created, at the base of the slope, and supplement these with additional native potted shrubs and trees, as specified by the project ecologist. 17. Cover the plant materials with an additional minimum one foot thickness of amended planting soil. 18. Roll out a length of"DeKowe 900"or equivalent coir fabric along the covered soil and plant layer, with 5 feet of fabric to be covered with an approved pit run fill lift. Temporarily secure the balance of the fabric over the waterward edge of the planting layer Place a maximum two feet thickness of an approved pit run soil material the full width of the construction bench, covering and thereby imbedding the lower edge of the coir fabric under the fill layer Shape the riverward edge of the fill soil to a smooth and uniform configuration at a 211:1 V slope angle 19 Fold the balance of the coir fabric over the completed soil lift and pull to a snug fit using the bucket of the excavator. Stake the fabric in place using 2 foot long wooden survey stakes. 20 Repeat the previous 5 steps to the top of slope Bury the upper end of the last coir wrap in a 2 foot wide by one foot deep V-trench. 21. Replace, re-grade, and compact the road grade and road shoulder with 2-1/2 inch "minus" crushed rock, to within 0.4 feet of the finished grade elevation, as shown on the plans and cross section drawings. Surface the prepared subgrade with 0.3 feet of 1-1/4 inch"minus" crushed rock, and compact with a vibratory roller. 22 Remove the steel plates and temporary access roadway fill materials from over the top of the leachate line and re-establish the ditchline along the westerly margins of the site, as shown in the plan and cross section drawings. 23 Place 0 2 feet of rolled hot asphaltic surface to re-establish the asphalt roadway to the satisfaction of the City of Kent Department of Public Works. Smoothly match the ends of the new pavement to the existing pavement at each end as shown on the plans. 24. Re-establish the roadway shoulders with 5/8 inch"minus" crushed rock, to a minimum distance of two feet along each side of the new asphalt roadway.. 25. Hydroseed the finished slope areas. 26. Water all plantings as needed until the onset of reliable rains in the winter of 2009-2010 Maintain watering during ensuing summer months, and replace diseased or dying plants as needed for vigorous plant establishment over the next 3 to 5 years. Additional Work ]nterlocal Agreement 4 King County and City of Kent Surface Water Surfaces SCHEDULE Work is anticipated to take place during November 2009 Hours of construction between 7.00 am and 10 pm. ESTIMATED COST The project work is currently estimated to cost $507,000. The County will provide the City all invoices and costs incurred for construction costs. If any change order is needed, the County will immediately inform the City in writing of the proposed changes and the change order work shall not proceed until the City has approved The amount of any change orders shall not cause the total costs for the project work to exceed$570,000. The Frager Road Section was damaged during the January 2009 flood located approximately at River Mile 19.55 on the left bank of the Green River. Per the Interlocal Agreement the City of Kent will write a service request, provide a scope of work to King County, and King County will in turn provide a cost estimate. The liaisons will implement procedures,as set forth agreement section 1V.B.,for 30 adjusting the type and level of services to be provided to the City,and/or for 31 requesting and providing expanded or additional services which may be identified in 32 the fixture. 33 C.
