Dear Mayor Hogan:
Enclosed is your copy of the 1982 contract with the King County Division of
Alcoholism and Substance Abuse Services. This contract has been signed by the
County Executive and serves as the vehicle for payment of two percent (2%) of
your distributed liquor tax and profits for alcoholism services.
During 1982, 4,515 residents of your health district received the following
publically-funded alcoholism treatment services:

1 CONTRACT

3 THIS AGREEMENT made between KING COUNTY, hereinafter referred to as the
4 "County" and the CITY of KENT , hereinafter referred io as the
5 "City", becomes effective from the 1st day of January, 1982 and shall remain t`
i
6 effective until terminated by either party upon no less than 90 days written
7 notice to the other party.
8 WITNESSETH:
9 WHEREAS, under the provisions of RCW 70.96 (S.B. 298, Ch. 77 Laws of

10 1972, Ex. Session) cities and counties are directed to expend no less than
11 two percent of their respective shares of liquor taxes and profits for the
12 support of an alcoholism program approved by the Washington State M�partment
a
13 of Social and Health Services; and
14 WHEREAS, in order to carry out the provisions of RCW 70.96 (S.BJ 298,

15 Ch. 77 Laws of 1972, Ex. Session) and in order to make the best use of federal,

16 county, municipal and private funds available for the control of alcoholism,
17 the COUNTY through the Seattle-King County Department of Public Health is
18 engaged in a countywide alcoholism program as described in its Annual .41cohol-
19 ism Plan, which program has been approved by the Secretary of D.SHS, and the
20 King County Alcoholism and Substance Abuse Administrative Board.
21 WHEREAS, the County operates several alcoholism treatment programs and
22 has contracted with- various non-profit agencies to provide other specific
23 alcoholism services thus providing a comprehensive alcoholism program in all
24 areas of King County; and
25 WHEREAS, this conprehensive alcoholism program should have a beneficial
26 effect on all residents of King County, including the residents of KENT
27 and
28 WHEREAS, the CITY OF KENT is desirous of joining with
29 other municipalities in King County, the State of Washington; the federal
30 government and the COUNTY in support of the corrprehensive program that the
31 CITY may obtain the best results possible in preventing and treating al.cohQl-
32 ism among its residents;

I NOW THEREICRE, IT IS h9U'IUALLY UNDERSICOD AND AGREED THAT:
2 1. The CITY will allocate two percent of liquor taxes and profits for the
3 support of alcoholism services during the period of this contract.
4 2. Within available resources, the OJUNTY agrees to make available -to the
5 residents of KENT a full range of alcoholism information
6 and referral, treatment, rehabilitation, education and prevention
7 services. It is understood that individuals who use the services of
8 the comprehensive program or its affiliated agencies may be subject to
9 reasonable financial charges which are consistent with the affiliated
10 agency's regular fee schedule.
11 3. KING 0OUNTY and the CITY will cooperate in good faith to achieve the
12 mutual purposes of this oontract and RCW 70.96.
