AFSCME Local 2617 agreeing that there will be no medical/dental premiums deducted
from the members paychecks in November and December of 2009.

MEMORANDUM OF UNDERSTANDING

THE CITY OF KENT
And
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, Local #2617
This Memorandum of Understanding ("MOU") memorializes the agreement between
the City of Kent ("City") and the Washington State Council of County and City
Employees, AFSCME, AFL-CIO, Local #2617 ("Union"). The parties agree to the
following:
Health Care Premiums for November and December 2009
The following is intended to supplement/supersede Section 24.2 Employee
Contribution - Medical/Dental Coverage of the 2006-2008 collective bargaining
agreement, extended through 2009 via the MOU, between the City and the Union:
For the months of November and December 2009, the City shall suspend the
City's contribution and the employee's deduction for employee and
dependent health care insurance premiums. This will result in the employees
of the bargaining unit not having health care premiums for employees and
dependents deducted for the months of November and December 2009.
Health care premium contributions and deductions will resume effective
January 1, 2010 (starting with the January 5, 2010 pay check) in accordance
with Section 24.2 Employee Contribution - Medical/Dental Coverage of the
collective bargaining agreement.
If a successor CBA between the City and the Union is signed on/before
December 31, 2009, members' health care insurance premiums contributions
and deductions shall be in accordance with the successor agreement effective
January 1, 2010. If a successor agreement has not been reached, members'
health care insurance premiums contributions and deductions shall be in
accordance with the current 2006-2008 CBA, extended through 2009 via the
MOU, or as subsequently superseded per applicable agreement.
To the extent that this MOU conflicts with any of the terms of the 2006-2008 CBA
between the City and the Union, this MOU shall control. This agreement shall not be
interpreted to create a past practice nor shall it be interpreted as creating a pattern
of action on the part of the City.
By signature below, all parties agree that the above represents the parties' full and
entire agreement with regard to health care premiums for the months of November
and December 2009.
