This authorization will be followed up by a Supplement to the original agreement in accordance with Chapter 31.4.42 of Local Agency Guidelines (April 2008). Geo Engineers, the CONSULTANT, is hereby authorized to hire Global Geophysics, an expert in the field of non-invasive underground investigations, to perform work related to the non-destructive investigation/inspection of the fill material within the confines of a mechanically stabilized earth embankment, east of the Burlington Northern Santa Fe Railroad tracks on South 228tb Street, Kent, WA. The specifics of this additional work are outlined in the attached SCOPE OF WORK. THE PROJECT: South 228th Street Grade Separation at BNSF Railway is a bridge and road project that is in progress and approximately 500/o complete A 10 inch water main was left in service under approximately 20 feet of fill material at the east embankment/bridge approach in order to provide additional fire flow for adjacent businesses. NEED FOR ADDITIONAL WORK: On Thursday, February 12, 2009, the 10 inch cast iron water main ruptured approximately 10 feet under the built-up, mechanically stabilized earth wall for the bridge approach ramp to the new railroad over-crossing. As a result of the water main break, approximately ten cubic yards of sand and other fill material was displaced. The CONSULTANT used the methods available to them in the original contract in an attempt to determine if the area behind the wall and above the water main break was still structurally sound. The results were inconclusive. Global Geophysics possesses a unique, ground penetrating radar system with which they can non-destructively, electronically investigate underground soils to identify voids or other buried anomalies in order to determine the stability of the material under investigation. BENEFIT: Non-destructive, ground penetrating radar will allow the CONSULTANT to do 3 an evaluation of the underlying material without having to dismantle a 20 foot high Y Y earth and concrete block wall system. Such a dismantling would add significant time and cost to the project and would not be in the best interest of the public. 3 3 MAYOR SUZETTE COOKE City of Kent Public Works Department COST: The investigative costs are based upon pre-established, hourly rates and would be on a time and material basis (See attached). There will be additional costs to the CONSULTANT for oversight of Global Geophysic's work and professional evaluation and recommendations based upon the results of the findings. Total Estimated Cost: $12,749.37 -- broken down as follows: CONSULTANT: $8,934.37 and Global Geophysics: $3,815.00. The CONSULTANT's rates are the same as the original contract. ADDITIONAL TIME: This field investigation work for the CONSULTANT is anticipated to take eight (8) working days, including time with which to evaluate the information, formulate their recommendations and provide a written report to the AGENCY. START DATE: March 4, 2009; END DATE: March 13, 2009 NECESSITY FOR THIS AUTHORIZATION OUTSIDE OF THE NORMAL SUPPLEMENTAL AGREEMENT PROCESS: Time is of the essence. Currently this investigative work is occurring simultaneously with a contract-imposed settlement period for the earth and concrete block wall. When that period expires the contractor will want full and unrestricted access to the area under investigation. The ability to proceed quickly with this investigative and evaluation work has the potential to save significant project time and money. THE AGREEMENT: All other provisions of the original contract between the AGENCY and the CONSULTANT are in effect. The purpose of the supplemental services and testing is to further investigate the potential for voids to exist in the vicinity of a buried water line beneath the east approach embankment after the line ruptured on February 12, 2009 The services will be provided under Local Agency Agreement Number 5632 between the City of Kent and GeoEngineers SCOPE OF SERVICES Our services will include additional consultation, attending meetings, and performing geophysical testing using ground penetrating radar(GPR)to check for presence of voids. 1. Perform GPR testing of the wall face and along the toe of the wall in the vicinity of the line break 2. Prepare a written report of our findings and conclusions including recommendations for repair as necessary and appropriate. GPR testing is scheduled for Wednesday. The objectives of the study are to assist in evaluating the conditions of fill materials behind the brick wall after a water pipe broke The pipe line runs parallel to the wall and approximately 15 ft below the ground surface outside the wall SCOPE OF WORK We propose to use ground penetrating radar for this study. 200 MHZ, 500 MHz, and 900 MHz antennas will be used for different penetration and resolution Three horizontal lines (100 ft length, 4-5 ft apart and parallel to the ground surface) on the wall and three vertical transects (10-20 ft length) will be surveyed to evaluate the integrity of the fill materials behind the wall at the place where the water pipe broke METHODOLOGY,INSTRUMENTATION AND FIELD PROCEDURES The GPR method uses electromagnetic pulses, emitted at regular intervals by an antenna to map subsurface features The electromagnetic pulses are reflected where changes in electrical properties of materials occur such as changes in lithology or where voids are present The reflected electromagnetic energy is received by an antenna, converted into an electrical signal, and recorded on the GPR unit The data is recorded and viewed in real time on a graphical display that depicts a continuous profile or cross-section image of the subsurface directly beneath the path of the antenna. The depth of penetration of the GPR signal varies according to antenna frequency and the conductivity of the subsurface material. The depth of subsurface penetration decreases with an increase in the frequency of the antenna and an increase in soil conductivity. ; Global Geophysics GeoEngineers March 2,2009 Mr.Garry Squires 2 093-0228.000 The data at this site will be collected using Geophysical Survey Systems, Inc. (GSSI) SIR 2000 GPR system with antennas having a center frequency of 200 MHz, 500 MHz and 900 MHz. DELIVERABLES Deliverables will include a brief letter report describing the instrumentation and field procedures. GPR transects with interpretations will be presented COST The estimated costs of the survey are $3815.00, which includes mob/demob, car and equipment rental,field surveys, data processing and reporting. LIMITATIONS OF THE GEOPHYSICAL METHODS Global Geophysics's services are conducted in a manner consistent with the level of care and skill ordinarily exercised by other members of the geophysical community currently practicing under similar conditions subject to the time limits and financial and physical constraints applicable to the services. Ground penetrating radar is a remote sensing geophysical method that may not detect subsurface features. Furthermore, it is possible that anomalies on the geophysical data that are interpreted to be of interests may upon intrusive sampling prove to be misinterpreted.
