BY AND BETWEEN
THE CITY OF KENT (CITY)
AND
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES,
AFSCME, AFL-CIO, LOCAL #2617 (UNION)
This Memorandum of Understanding (MOU) represents a mutual agreement reached
between the City and the Washington State Council of County and City Employees,
AFSCME, AFL-CIO, Local #2617. The parties have agreed to the following:
The parties mutually agree that the City will voluntarily recognize the following positions
and incumbents being represented by this bargaining unit effective March 28, 2008:
POSITION DEPARTMENT INCUMBENT
Public Education Specialist, DDTF Police Cesi Velez
Public Education Specialist, DDTF Police Stacy Judd
The pay for the above two (2) positions will be equivalent to the Public Education
Specialist, AF 27 as represented in Appendix A, Schedule A of the current Collective
Bargaining Agreement between the City of Kent and AFSCME, AFL-CIO, Local #2617,
retroactively to January 1, 2008.
The parties further agree that the position of Parking Enforcement Assistant will be
added into the successor agreement to the 2006 — 2008 Collective Bargaining
Agreement. The parties further agree that the City will retain the status quo relating to
the hours, wages and working conditions for the existing Parking Enforcement Assistant
position, currently filled by Carol Weston, until such time as the successor to the 2006 —
2008 Collective Bargaining Agreement is executed.
AFSCME agrees to withdraw the petition for representation, case # 21491-E-08-3332,
and further agrees that this memorandum of understanding settles all issues relating to
the representation of the two (2) Public Education Specialists and the one (1) Parking
Enforcement Assistant.
By signature below, all parties agree with the provisions of this agreement.
