We have previously discussed that completing the work was Tequirmg more effort than first envisioned when we prepared our proposal dated 11 January 2006. Two of the reasons our costs are higher than our budget were listed in our transmittal to the City dated 18 October 2006. These are items 1 and 2 listed below. Items 3 and 4 are primarily the result of the lengthy permit process. Our estimated cost for completing the project is $48,600, which is$14,674 larger than our current budget of$33,926. This amount is based upon the amount spent to date, $44,759, and the time required to complete the project, which we estimate as$3,841. The reasons for the additional effort are listed below. 1. Our scope of work and time required for design was based upon a pushed-in-place type of construction,primarily to reduce the amount of in-water work and the attendant permitting issues. We investigated that method during the design process and determined that type of construction was not common in Washington. Construction would require substantial temporary fill for a temporary slope to build the ramp and push it mto place. We estimated that the pushed-m-place ramp would be more expensive than a more typical precast panel ramp. We made a design concept revision to precast concrete panels with a keyed joint between the panels with your approval to reduce the construction cost and use a more common type of construction 2. We initially prepared specifications for this project in Construction Specifications Institute (CSI) format based upon other projects we had completed with the City. Discussions with �`Z GJ4 r w , Mr. Shane Gilbertson 20 March 20007 Page 2 you indicated that a WSDOT Special Provisions format was required for this project. We proceeded with revisions and requested some sample specifications. These specifications were CSI format which prompted additional questions. We now understand that the contractual language will be in WSDOT format and that the general and technical specifications with be in CSI format. We have lost time and incurred additional costs as we switched back and forth between formats 3. Revisions to the design and specifications to accommodate permitting requirements have required more time than estimated. Specifically, going back and forth between a silt curtain, a temporary cofferdam, and returning to a silt curtain required multiple revisions to the plans and specifications. The permit figures were much more involved than estimated. Permit figures are typically very generic and are submitted early in the design process. Permits for this project were submitted with the design drawings and additional time and costs were required because of the additional sheets 4. The original schedule assumed a completion date of 30 September 2006, 8 months after the notice to proceed on 31 January 2006 We currently anticipate that the contract documents will be complete by the end of March 2007. The longer schedule (6 additional months) was required to allow an iterative process to occur with the permitting consultant and allow revisions to the documents to meet permit requirements. These items could not have been anticipated when we estimated the project. The extended schedule and lengthy permit process, items 3 and 4,benefited the project in the long run because of the short tuneframe required for approval of the permit once it was submitted However,they also increased our costs because of the extended duration required to allow the dialogue to occur with the regulatory agencies and the subsequent revisions to the documents. We respectfully x request a favorable consideration of this proposal to allow ABAM to increase our budget by $14,674 to a total of$48,600 to cover our costs associated with these four items.
