Kent Jail Feasibility Project Subject: Proposal to Outline Projected Efficiencies to be gained by Constructing a Consolidated Jail, Court and Public Safety Facility Dear Charlie, You have requested that ART prepare a spreadsheet outlining, by department/function, the projected efficiencies to be gained by constructing a consolidated facility, to assist in the consideration of options for proceeding with the jail and other City projects. We assume that there is a potential for including the following functions: Jail Division, Jail Diversion Programs, Police Department, Court, Probation. Prosecuting Attorney(s), Defense Attorney(s). We propose to develop a uniform checklist to be used in interviews with each of the functions mentioned above. We will set up times for the interviews with the goal of holding as many interviews on the same day as possible. We assume that there will be one interview per function and a follow-up communication (likely e-mail) to verify that we interpreted the information correctly We expect that the projections developed will be "ballpark"based on the limited information gathered. However, we believe it will give the City additional basis for determining how to proceed with a number of projects We propose a maximum fee not to exceed $6,000 to be billed on an hourly basis. Thanks, Peter T. S Rasmussen, FAIA Project Principal
