This Change Order amends the above-referenced contract, all other provisions of the contract that are
not inconsistent with this Change Order shall remain in effect. For valuable consideration and by mutual
consent of the parties, the project contract is modified as follows:
1. Section I of the Agreement, entitled "Description of Work,"is hereby modified as follows:

Pursuant to Section XIII item F, entitled "Changes," of the Contract executed by the parties, the
Contractor accepts all requirements of this Change Order by signing below. Also, pursuant to the above-
referenced contract, Contractor agrees to waive any protest it may have regarding this Change Order and
acknowledges and accepts that this Change Order constitutes final settlement of all claims of any kind or nature
arising from or connected with any work either covered or affected by this Change Order, including, without
limitation, claims related to contract time, contract acceleration, onsite or home office overhead, or lost profits.
The parties whose names appear below swear under penalty of perjury that they are authorized to enter
into this contract modification, which is binding on the parties of this contract.
3. The Contractor will adjust the amount of its performance bond (if any) for this project to be
consistent with the revised contract sum shown in section 2, above.

Regarding. Kent Jail Feasibility Project
Subject: Proposal to Outline Projected Efficiencies to be gained by Constructing
a Consolidated Jail, Court and Public Safety Facility
Dear Charlie,
You have requested that ART prepare a spreadsheet outlining, by
department/function, the projected efficiencies to be gained by constructing a
consolidated facility, to assist in the consideration of options for proceeding
with the jail and other City projects.
We assume that there is a potential for including the following functions: Jail
Division, Jail Diversion Programs, Police Department, Court, Probation.
Prosecuting Attorney(s), Defense Attorney(s).
We propose to develop a uniform checklist to be used in interviews with each of
the functions mentioned above. We will set up times for the interviews with the
goal of holding as many interviews on the same day as possible. We assume
that there will be one interview per function and a follow-up communication
(likely e-mail) to verify that we interpreted the information correctly
We expect that the projections developed will be "ballpark"based on the
limited information gathered. However, we believe it will give the City
additional basis for determining how to proceed with a number of projects
We propose a maximum fee not to exceed $6,000 to be billed on an hourly
basis.
