The purpose of this Memorandum of Understanding is to memorialize the agreements in joint
labor/management between the City of Kent C'City'� and Teamsters Local Union No. 117
("Union'. The parties agree to the following:
1. Alternative Work Schedule
Public Works Operations — Bargaining unit members in the Public Works Operations
Division will work a 9/80's alternative work schedule on a pilot basis during the spring
and summer seasons of 2007 (Exceptions to the 9/80's work schedule will be mutually
agreed upon between the employee and his/her Superintendent ) This 9/80's work
schedule shall start approximately on March 26, 2007, with alternate starting dates for
employees as scheduled by the department to provide for alternating Fridays and
Mondays off in accordance with each work unit's schedule This 9/80's work schedule
shall remain in effect for six (6) months The hours of operation during this six (6) month
period shall be 0630 to 1600 hours for the four 9-hour days and 0630 to 1500 hours on
the one 8-hour day with the other alternating 8-hour day off (Four 9 hour days from
Monday through Thursday and one 8 hour day on Friday with the alternating Friday off,
or four 9 hour days from Tuesday through Friday and one 8 hour day on Monday with
the alternating Monday off) Public Works Operations management will schedule the
employees for their 9/80's work schedules
Before the end of September 2007, the City and the Union agree to meet to evaluate the
pilot program's effectiveness and feasibility for continuation of this 9/80's work schedule
for the fall 2007 and winter 2008 seasons
The parties also agree that standby assignments during this alternative work schedule
period will be determined by the Superintendent of each Section
Parks Maintenance — All employees in the Parks Maintenance Division, with the
exception of the Athletic Maintenance Crew, will work alternative work schedules on a
trial basis during the 2007 calendar year as follows
• The Construction Crew will work a 9/80's alternative work schedule year round,
• The East Grounds Crew will work a 4/10's alternative work schedule from
approximately April 30, 2007 to September 28, 2007,
• The Street Tree Crew will work a 9/80's alternative work schedule from
approximately April 16, 2007 to September 28, 2007,
• The West Grounds Crew will work a 9/80's alternative work schedule from
approximately April 2, 2007 to September 28, 2007, and
• The Downtown Grounds Crew will work a 9/80's alternative work schedule from
approximately April 2, 2007 to September 28, 2007

The hours of work for each Parks Maintenance crew under the above alternative work
schedules have been mutually determined between the crew and the Superintendent
and agreed to by the City and the Union After the trial period has ended, the City and
the Union will evaluate the alternative work schedule program's effectiveness and
feasibility for continuation in future years
Holidays Which Occur on a Flex Day — Due to the limited staff available to work on
Mondays and Fridays as a result of the above alternative work schedules, the parties
have mutually agreed that if a holiday falls on an employee's scheduled Friday flex day,
the employee shall take the flex day as scheduled In addition, that employee may only
take the preceding Thursday off in lieu of that Friday holiday If a holiday falls on an
employee's scheduled Monday flex day, the employee shall take the flex day as
scheduled In addition, that employee may only take the following Tuesday off in lieu of
that Monday holiday This agreement shall only remain in effect for employees who
work alternative work schedules Employees who work the traditional 518 work schedule
shall take their holidays off in accordance with the labor agreement or City policy as
applicable
Both parties are aware that employees who take a 9-hour or 10-hour day off on a holiday
in lieu of a holiday will be required to use one (1) or two (2) hours of vacation,
compensatory time or personal holiday to make up the difference between the 8-hour
holiday and the scheduled hours on the day taken off This practice is in accordance
with the labor agreement and city policy
2. Staffing for Wilson Playfield
The parties have discussed and agreed on the City's staffing proposal for Wilson
Playfield as follows. In exchange for the City's agreement to add one Teamsters 8-
month temporary employee and one Teamsters 4-month temporary employee to the
Parks Maintenance staff, the Union agrees to allow the City to continue using non-
represented temporaries to staff the Wilson Playfield on weekends. In addition, the
Union agrees to allow these non-represented temporaries to perform maintenance
activities for the Playfield to include cleaning and restocking of the restrooms, picking up
litter, cleaning the drinking fountains and any other necessary maintenance activities for
the Playfield which does not involve the operation of mechanical tools or equipment.
By signature below, the parties agree that the above represents the parties'full and entire
agreement with regard to these matters.
