This Change Order amends the above-referenced contract; all other provisions of the contract that are

ATTACHMENT A: SCOPE OF SERVICES
PROJECT STATUS AND UNDERSTANDING
Based upon conversations with the City of Kent Planning Department it has been determined that a
Wetland Delineation is needed for the Lake Meridian Boat Launch Project Douglass Consulting
proposes to complete these 5 tasks.
PROPOSED SCOPE OF SERVICES
Task is Review Background Information
Task 1 includes a review of existing documentation for the property. The review will include the
following
King County Soils Maps;
Previous wetland determinations and site investigations;
Aerial Photographs
Federal, State, and local permitting requirements
Task 2: Wetland Determination Site Investigation
After reviewing existing documents, DC will conduct one site visit for the purpose of conducting a
wetland delineation on the Lake Meridian Boat Launch site in accordance with City of Kent, and US
Army Corps of Engineers (USACE) regulatory requirements DC will conduct the wetland
delineation using the Routine Determination Method described in the Corps of Engineers Wetland
Delineation Manual (Environmental Laboratory, 1987) and Washington State Wetlands
Identification and Delineation Manual (WDOE, 1997)
During the site investigation, DC will collect data at data plot locations that are representative of the
on-site wetlands and uplands DC will flag the data plot locations and the on-site wetlands at
approximately 50-foot intervals (depending on the complexity of the wetland and degree of detail
required) The flags will be numbered consecutively DC will complete a sketch map showing the
approximate location of each flag for use by land surveyors For aquatic bed habitats DC will
complete field measurements and sketch on the most recent aerial photographs
Please note: This proposal assumes that the Client will provide any survey services for the wetland
determination map
Task 3: Prepare Wetland Determination Report
The information collected during Tasks 1 and 2 will be documented in a wetland report The report
will include
Brief description of on-site wetlands,
Wetland classification per new WDOE guidelines and category,

Brief functional assessment
Wetland boundary map (survey of wetland boundary to be provided by tlie" lie t);
Potential mitigation opportunities on-site,

Regulatory requirements and permitting implications;
Site photographs, and
Data sheets
DC will submit the report to the Client for use in implementing the new Master Plan for the park and
to include in permit application packages.
Task 4: Client and Agency Coordination
Task 4 includes coordination with the Client throughout completion of the project. One on-site
meeting is included in this task to meet with the Client and/or project engineer to present the results
of the wetland determination If requested by the Client, DC will also attend any additional meetings
to discuss the Lake Meridian Boat Launch Project in relation to any identified wetland areas
Task 5: Project Management
Task 5 entails administrative tasks such as contracting and invoicing for the project through closure
of the project.
Expenses
Expenses include reproduction of project documents, postage, mileage, and similar project
associated expenses
FEES AND SCHEDULE
For the preceding Scope of Services,DC proposes to be compensated on a time and expense basis at the
rate of$100 00 per hour The level of effort estimated to complete the tasks is shown as numbers of
hours in the Estimate of Costs table, below Every effort will be made to complete this work for the
estimated amount listed below No additional work will be conducted under any task item without
Client authorization Monthly invoices will be sent and are due upon receipt.
DC understands project cost and schedule are a concern for the Client We wish to offer a service that
best suits the Client, therefore, if the task list, project scope or schedule does not meet your needs we
will work with you to establish a proposal that is better tailored to your situation
