The Local Agency of City of Kent
desires to supplement the agreement entered into with Jones& Stokes
and executed on 2/8/2006 and identified as Agreement No LA 5632
All provisions in the basic agreement remain in effect except as expressly modified by this supplement
The changes to the agreement are described as follows-
Section 1, SCOPE OF WORK, is hereby changed to read:

Scope of Work - AMENDMENT

Revised NEPA Categorical Exclusion and Environmental
Documentation
South 2281h Street Railroad Grade Separation Project
INTRODUCTION
The purpose of tlus supplemental Scope of Work and budget are for Jones & Stokes to assist the
City of Kent with finalization of a revised NEPA Categorical Exclusion (CatEx) Application,
associated field work, and technical documentation for the proposed grade separation of the
Burlington Northern Santa Fe railroad crossing at South 228`h Street.
SUPPLEMENTAL SCOPE OF WORK
Task 1 — Wetland and Stream Delineation and Report
Subtasks 1.1 —Wetland Delineation
Supplemental work under this sub-task consists of additional wetland delineation for the existing
wetland, denoted in the 2281h Grade Separation wetland report as Wetland F, located to the east
of Miles Sand and Gravel.
This scope assumes that:
• The City will be responsible for surveying the boundaries of the delineated wetlands, as
marked by the flags hung by Jones & Stokes biologists.
• The City will provide any needed update of the calculation of the area of wetland, stream,
and/or buffer impacted by any project elements
Subtask 1.2 — Preparation of Wetland Report
Jones & Stokes will prepare a stand-alone report (separate from the report prepared for the S
228th Grade Separation environmental documentation) for this wetland, utilizing the Ecology
system for wetland rating, recently adopted by the City.
Deliverables: Wetland rating field data forms, and data forms for routine wetland
determination, and stand-alone wetland report to include this full area.

Task 2 —Additional Revisions to Environmental Documentation
Subtasls 2.1 —Additional Revision to Administrative Draft Technical Documents
This supplement provides for a second round of revision of the Administrative Draft to
incorporate City comments into the draft technical documents, in addition to the one round
defined in the original scope.
Subtask 2.2—Preparation of Project Drawings
Supplemental work under this sub-task consists of preparation of conceptual project drawings to
support the project description, the cultural report, the noise assessment, and wetland report.
Subtask 2.3—Preparation of Hard Copy Documents for Submittal
Supplemental work under this sub-task consists of preparation of bound hard copy documents,.
Jones & Stokes will provide seven (7) bound copies of the Draft ECS and supporting
documentation, for submittal to the City, WSDOT and FHWA.
Task 3 — Prepare Final Submittal of ECS for WSDOT and FHWAApproval
Jones & Stokes will incorporate WSDOT comments on the ECS application to prepare a final
draft to be submitted to WSDOT and FHWA for final approval.
This scope assumes that:
• WSDOT comments on draft ECS application will be editorial in nature, and will require no
substantive change to the supporting analysis or documentation.
Deliverable: One(1) electronic copy in pdf format of the final submittal of the ECS
application and attachments Jones & Stokes will provide seven (7) bound copies of the Final
ECS and supporting documentation, for submittal to the City, WSDOT and FHWA.

Hi Ken,
I have attached a scope and cost estimate for a contract amendment for the 228th Grade Separation It is my understanding that
you are covering this while Mark is on vacation, and that you are expecting this Turns out that starting today, I'm on vacation also
So Deborah Munkberg (my supervisor) is covering this in my absence
The amendment covers additional support for document production requested by the City that was not in the previous scope,
additional wetlands work requested by the City, and additional hours to cover finalization of the ECS and technical documentation
for submittal to FHWA
Changes made since the earlier versions I sent to Mark are streamlining the text in the scope(taking out references to previous
scope and tasks) as per his request-and we have also confirmed with your wetlands person (Erin)that we need to do a stand
alone report for the wetland located east of Miles Sand & Gravel that reflects your newly adopted Ecology rating system -so the
total cost for the wetland report went up by--$1,000
