This agreement is entered by and between the City of Kent ("City' and Kent Police
Officers Association representing the Police Sergeants and Officers bargaining unit ("KPOA'� to
memorialize an agreement reached between the City and the KPOA in Joint Labor Management
regarding efforts to recruit, hire and retain lateral entry police officers. This is a one time
exception to the terms of the collective bargaining agreement. It is not intended to be
precedent setting or to supersede the terms of the collective bargaining agreement in any
future circumstances unless mutually agreed to by the parties.
The City of Kent will be recruiting for lateral entry police officers commencing in
February 2006. The City encourages all Police Department personnel to get involved to recruit
for qualified candidates. In an enhanced effort to attract, recruit and retain qualified lateral
police officers, the City is providing the following incentives to new hire lateral officers.
• Lateral Entry Police Officers hired by the City during 2006 will be provided the following
incentives in addition to the compensation and benefits provided in the current 2005-
2007 KPOA Police Sergeants and Officers collective bargaining agreement.
• Upon hire, lateral police officers will be credited with forty (40) hours of sick leave.
Use of sick leave shall be in accordance with the labor agreement and City Policies
and Procedures.
• Upon hire, lateral police officers will be credited with forty (40) hours of paid leave.
Paid leave may be used in accordance with annual leave policies and procedures. If
the employee separates from employment prior to completing his or her
probationary period, the paid leave shall have no cash out value. However, once the
employee completes his or her probation, any remaining unused paid leave will be
transferred to the employee's annual leave bank. Annual leave may be cashed out
at separation of employment.
• Lateral police officers who are hired and who relocate to a residence closer to the
City of Kent will be allowed up to one thousand dollars ($1,000.00) in relocation
expenses through the City's receipt and reimbursement method.
