HomeMy WebLinkAboutES06-016 - Other - AFSCME 2006-2008 Labor Agreement - 05/08/2006 - MOU - CKCF Programs Assignments 05/08/2006 MEMORANDUM OF UNDERSTANDING BY AND BETWEEN THE CITY OF KENT (CITY) AND WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEES, AFSCME, AFL-CIO, LOCAL #2617 (UNION) As a means of compromise and in light of the extreme staffing difficulties being faced at the City of Kent Jail, the Union and the City have agreed that Officer McCuistion and Officer Gnesbach will continue to work some of the uncovered hours at the Jail The most recent staffing issue is a result of Officer Bradley's medical leave The agreement is reached based on the very unique eirCLLmstances at the Jail, specifically regarding staffing levels. Specifically, it is agreed by all parties that this agreement does not set any type of precedent for any future situations. During the May-September 2006 cycle, McCuistion and Gnesbach will work a modified swing shift splitting time between the annex and the Jail. This allows for completion of tasks at the annex while reducing the amount of mandatory overtime at the Jail. Wednesday- 1100-1600 annex 1600-2100 Jail (7 Jail staff during overlap) Thursday- 1100-1600 annex 1600-2100 Jail (5 Jail staff during overlap) Friday- 1100-1600 annex 1600-2100 Jail (5 jail staff during overlap) Saturday 1100-1600 annex 1600-2100 Jail (4 Jail staff during overlap) Staff agree to act in a cooperative manner if overlap staffing and work load issues arise. If general population staffing falls below three (3) during 1100 through 1600, overlap programs staff will report to the main facility. Programs staff will be included in mandatory graveyard overtime if such overtime is annexed to the programs staff s modified work shift however, every effort w ill be made to have a day shift Corrections Officer report for duty at 0200 hours. McCuistion and Gnesbach will continue to rotate every fourth Sunday: McCuistion- Apr 16 to May 13 (May 6 rotate onto swing shift) Griesbach- May 14 to Jun 10 MCCllistion- Jun 11 to July 8 Griesbach- July 9 to Aug 5 MCCLUstion- Aug 6 to Sep 2 On September 3, 2006, Officers Gnesbach and McCuistion will return to their normal schedules and days off at the annex. If Officer Bradley returns to duty, or any one hired after the signing of this M 0 U . assunnes a post prior to September 2, 2006, Officer McCuistion and Officer Griesbach will return to the annex on the first day of their next workweek If other staffing issues arise, the parties agree to meet in labor/management to discuss alternatives. The original MOU signed on February 14, 2006, Officer McCuistion's term as work crew coordinator was scheduled to end in August 2007and Officer Griesbach's tern as programs coordinator was scheduled to end in April 2008. Due to the extension of Officer McCuistion and Officer Gresbach's modified swing shift, splitting time between the annex and the jail,we agree to extend their work crew coordinator assignments. Officer McCuistion's term as work crew coordinator w ill end after the 2007 September through December rotation Officer Gnesbach's term as programs coordinator will end after the 2008 May through August rotation. If the City intends to negotiate an additional extension of this MOU, the terms must be settled prior to the Sept-Dec bid process that begins June 7, 2006. Signed this { _day of Apnt,'2006.
