The following scope of work is a continuation of the monitoring efforts performed during 2005 with some additional modifications as requested by the City. The scope of work describes the specific activities that Tt will perform in order to enable the City continuous database of water quality data on its lakes. The primary goals of this project are to 1.) Continue to collect baseline data for annual assessment of the lakes environmental health and to provide a long-term database for potential management decisions in the future and 2.) Provide compliance monitoring data for Lake Fenwick in support of the current TMDL listing for phosphorus. Therefore the specific objectives of this scope of work is to collect data from each of the three lakes on phosphorus, temperature, dissolve oxygen (DO), pH, Secchi disk, Chlorophyll a, and phytoplankton. Additionally stream monitoring will be collected to support phosphorus modeling of Lake Fenwick. These datasets will be summarized and assessment made as to the overall condition of the lakes for 2006. Specific scope of work is outlined below: Detailed Work Tasks: Task 1 Project Management 1.1 Tt will prepare monthly invoicing. 1.2 Tt will perform monthly QA/QC analysis of field and laboratory data to ensure the on-going validity of the collected data. Deliverables: • Monthly invoices and QA/QC of analytical data. 1 Tetra Tech, Inc. Kent Lakes Task 2 Monitoring Plan Described below are the specific sampling tasks that will occur during the 2006 monitoring period. These tasks as well as the project schedule are shown graphically in Exhibit A. 2.1 Lake Meridian and Clark Monitoring Continuation of the 2005 monitoring effort will occur for both Lake Meridian and Clark Lake. Monthly from April through October water quality samples will be taken at the deepest point of the lake at a depth of 1 meter below the lake surface. The water sample will be analyzed for TP (total phosphorus), chl a (chlorophyll a), and phytoplankton. Water transparency will be determined with a Secchi disc on each sampling occasion. Dissolved oxygen (DO), pH, and temperature will be determined at meter depth intervals on each sampling date. On two sampling events, one in May and one in August, additional samples will be collected for TP and chl a analysis at mid and 0.5 meter above bottom sediments. 2.2 Lake Fenwick Monitoring Monitoring at Lake Fenwick will include in-lake and external. 2.2.1 Primary(In-lake) Monitoring Water quality samples will be taken monthly from April through October at the deepest point of the lake at a depth of 1 meter below the lake surface, mid depth, and 0 5 meters above bottom sediments for TP and chl a. Additionally phytoplankton will be collected at 1 meter below the lake surface. Water transparency will be determined with a Secchi disc on each sampling occasion. Dissolved oxygen (DO), pH, and temperature will be determined at meter depth intervals on each sampling date. 2.2.2 External Monitoring External loading into the lake will be monitored at the upstream treatment wetland installed by the City as part of the restoration program. Since the outflow from the wetland is the lake's largest inflow source other than direct precipitation, sampling of the wetlands iniiow/outituw will be representative of the lakes external loading contribution from runoff. Monthly TP samples will be collected at the wetlands inlet and outlet during April through October and will coincide with in-lake monitoring efforts described above The differential of the two measurements is intended to demonstrate the effectiveness of the wetland and other upstream BMPs. 2.3 Fecal Coliform Monitoring A continuation from 2005 monitoring effort, three Fecal Coliform (FC) samples will be obtained from the two designed swimming areas in Lake Meridian on the same sampling day in June, July and August. A total of 6 2 Tetra Tech, Inc. Kent Lakes FC samples will be collected and analyzed. Optional sampling at Clark and Lake Fenwick is available if the City requires. Deliverables: • Lake water quality data from April 2006 through October 2006 in hard and electronic form • Stream water quality data from April 2006 through October 2006 in hard and electronic form • Technical memorandum presenting the data in tabular form and relative assessment of lake quality 3 Tetra Tech, Inc. , ! !. !• ; \ Mill mill mill 2 4 ! IIII MillI its 8 e 2 - a 2 / Cd -; ƒ "| A $ . : 0 ./ 0 - ■ § TIM # !` HI Hill §/. !a ( \ ..; \ ! _ I E!' ` \`l -c • ,.,1 , !!! !! \ !Il;,!!!!!!!;` !\; ! # § \ §) \§ 3/29/2006 TETRA TECH,INC.-Surface Water Group CITY OF KENT MERIDIAN,FENWICK,AND CLARK LAKE MONITORING Senior Civil Field Total Labor Scientist Engineer Technician Admm Support Total Hours with OH Staff Direct Labor+OH » $164 00 $86 00 $52 00 $54 00 - Work Task# Description 1 Project Management 2 8 10 $1,016 2 Monitoring 10 56 208 2 276 S17,380 Total Labor $18,396 MATERIALS Description Unit Unit Cost Quantity Cost Notes Temperature da $2500 14 $35000 Dissolved Oxygen day $2500 14 $35000 pH day $2500 14 $35000 TP ea $16 50 55 $907 50 Chi a ea $33 00 43 $1,419 00 Fecal Coliform ea $22 Oo 6 $132 00 Phytoplankion ea $9400 21 $1,97400 Boat Rental day $5000 14 $70000 TOTAL MATERIALS: $6,182 50 REPRODUCTION Description Unit Unit Cost I Quantity Cost Notes Sampling Memo $0 10 1 10000 $10 00 12 copies of 5o pages TOTAL REPRO. $10.00 TRAVEL Description Unit Umt Cost I Quantity Cost Notes Mileage miles 1 0 42 1 940 $352 80 160mi RT,14 trips TOTAL TRAVEL: $352.80 Subtotal ODCs $6,545 Total Cost $24,941 EXHIBIT B INSURANCE REQUIREMENTS FOR CONSULTANT SERVICES AGREEMENTS Insurance The Consultant shall procure and maintain for the duration of the Agreement, insurance against claims for injuries to persons or damage to property which may arise from or in connection with the performance of the work hereunder by the Consultant, their agents, representatives, employees or subcontractors.
