All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows

Revised NEPA Categorical Exclusion and Environmental
Documentation
South 228th Street Railroad Grade Separation Project
INTRODUCTION
This Scope of work and budget are for Jones & Stokes to assist the City of Kent with preparation
of a revised NEPA Categorical Exclusion (CatEx) Application and associated field work and
update in environmental documentation to reflect the change in the project from a proposed
underpass to a proposed overpass at the Burlington Northern Santa Fe (BNSF)railroad crossing
(east of 2n6 Avenue) The 2003 Categorical Exclusion Application, August 2004 Section 7 No
Effect Letter, and other supporting documentation for the railroad grade separation projects
previously prepared by Jones & Stokes were based on a proposed project that included
underpasses at both the Union Pacific and Burlington Northern Santa Fe railroad crossings on
228`h Street
The proposed change in project description will require the preparation of a revised CatEx
application to reflect an overpass at the BNSF railroad crossing in lieu of an underpass, and the
extension of the project area on 228`h Street approximately 700 feet east of the previous eastern
project limits (i.e , approximately 700 feet east of the Mill Creek/228`h Street culvert crossing.
The change in the proposed project will require revisions to the following documents:
■ Local Agency Environmental Classification Summary;
■ Wetland Discipline Report;
• Section 7 No Effect letter;
■ Noise Assessment;
■ Visual Assessments; and
■ Cultural Resources Report.

Categorical Exclusion
SCOPE OF WORK
Task 1 — Wetland delineation at BNSF track
This task represents work completed under the original sco e of this contract, which consisted of

field survey and wetland delineation in the vicinity of the BNSF tracks
Task 2 — Project initiation for amended scope of work
Jones & Stokes' project manager will meet with City staff to initiate this effort. The meeting
will be to discuss such items as changes in the project description, construction techniques,
stormwater program, limits of construction, modifications to access, and schedule.
It is assumed that this meeting will be held at the City of Kent office.
Task 3 — Wetland and Stream Delineation and Report
Jones & Stokes' biologists will conduct a field survey and delineate wetlands and stream
locations for the expanded portion of the project area(i e , adjacent to the proposed new access
to the Miles property and east to survey station 54+00 on 228t" Street) Delineations methods
will follow the US Army Corps of Engineers Wetland delineation Manual(Environmental
Laboratory 1987) and the 1997 Washington State Wetlands Identification and Delineation
Manual(Washington Department of Ecology 1997) and City of Kent Critical Areas Chapter
11 06.
Wetlands and streams will be classified and rated based on City of Kent Critical Areas Chapter
11.06 (specifically sections 11 06.540 and 11.06 670) Wetlands Rating Field Data Forms will
be completed.
This scope assumes that
• The City will be responsible for surveying the boundaries of the delineated wetlands, as
marked by the flags hung by Jones & Stokes biologists.
• The City will calculate the area of wetland, stream, and/or buffer impacted by the overpass
prof ect.
Deliverables: Wetland rating field data forms, and data forms for routine wetland
determination.

Categorical Exclusion
Task 4 — Revise Environmental Documentation
Subtask 4.1 —Cultural Resources Report
Jones & Stokes archeologists will complete field survey and records search for the expanded
project Area of Potential Effect (APE) The Cultural Resources report will be updated to reflect
the revised project description, findings and conclusions within the expanded APE.
Subtask 4.2—Visual Assessment
A Visual Impacts assessment will be added to the documentation,providing a qualitative
assessment of the change in visual landscape that will result from the project, and confirm that
the alteration will not result in a visual landscape that is incompatible with the surrounding
environment
Subtask 4.3—Noise Assessment
Jones & Stokes technical staff will complete a field survey of development located within 500
feet of the project. Documentation will include brief, qualitative descriptions of the item
specified in Federal Highway Administration (FHWA) guidance The report will summarize the
proposed roadway widening and overpass It will describe existing commercial buildings within
500 feet of areas where the roadway alignment will be altered, documenting that there are no
existing noise-sensitive outdoor use areas Future noise increases will be described only
qualitatively, without using predictive noise models. The assessment will list the general types of
receivers that would be affected, and will qualitatively describe noise sources during
construction and operation
4.4—Prepare Wetland and Stream Report
Jones & Stokes' biologists will revise and update the 2003 wetland report to reflect the changes
in the proposed project and the change in reporting requirements per City of Kent Chapter 11 06.
The 2003 report will be modified to include the reporting requirements of Chapter 1106 and the
changes in the proposed project.
4.5—Revise and Update Section 7 No Effect Letter
The Jones & Stokes' fish biologist will update the Section 7 August 2004 No Effect letter to
reflect the change in the proposed project For purposes of this scope of work, it is assumed that
the conclusion of no effect would remain unchanged but that an update of information would
need to be provided to the WSDOT Section 7 reviewer.
Task 5 — Revise Local Agency Environmental Classification Summary
Subtask 5.1 —Prepare Administrative Draft ECS Application for City Review

Jones & Stokes will revise the Local Agency Environmental Classification Summary(ECS)to
reflect the change in the project description and any changes in Part 4 Environmental
Considerations Specific environmental elements to be reanalyzed include cultural resources,
noise, visual quality, and water quality/stormwater.
Deliverable: One (1) electronic copy in .pdf format of the WSDOT review draft of the ECS
application and attachments that include Cultural Resources Report, Visual Assessment,Noise
Assessment, Wetland and Stream Report, No Effect Letter.
Subtask 5.2 — Prepare Draft ECS Application for WSDOT Review
Jones & Stokes will incorporate City comments on the administrative draft of the ECS
application to prepare a draft for WSDOT review.
Deliverable: One(1) electronic copy in .pdf format of the WSDOT review draft of the ECS
application and attachments.
• Subtask 5.3 —Prepare Final Submittal of ECS for WSDOT and FHWA Approval
Jones & Stokes will incorporate WSDOT comments on the ECS application to prepare a final
draft to be submitted to WSDOT and FHWA for final approval.
Deliverable: One (1) electronic copy m .pdf format of the final submittal of the ECS
application and attachments.
Task 6 — Project Management
Jones & Stokes project management will include contracting, invoicing, monthly progress
reports, data management and staff coordination. Jones & Stokes will prepare progress reports to
submit with monthly invoices.
Deliverables: Monthly progress reports submitted with invoices
ASSUMPTIONS
This scope of work and budget includes the following assumptions:
• The description of the revised project will be provided to Jones & Stokes by the City of
Kent's 228`h Street project team, and will include description of the overpass project,
construction limits, planned construction timing and phasing, and revised stormwater design;
• The new project area will be located from survey station 34+00 to 54+00;
• City will survey wetland delineations provided by Consultant, and will provide Consultant
with maps of the wetland locations

Categorical Exclusion
• The revised project would not result in impacts to wetlands or work within Mill Creek (i.e.,
thereby requiring a JARPA and wetland mitigation plan) and that mitigation for buffer
impacts would be accomplished on-site
• No noise receptors (residences or commercial establishments with outdoor seating) are
located within 500 feet of the project area
• Scope and schedule assume that City and WSDOT comments on draft ECS application will
be editorial in nature, and will require no substantive change to the supporting analysis or
documentation.

Calculations of impact of project on wetlands,streams,and/or buffers (Note,scope assume impacts will only potentially
occur to buffers)
If any of these project materials are provided or updated later than June 7,2006,deadline of completion of administrative draft ECS
application and supporting documents will be 12 business days after materials are provided/updated

in nature, and will require no substantive change to the supporting analysis or documentation
BUDGET
Jones & Stokes will complete the above work for an estimated cost of$16,080 Costs will be
invoiced on a time-and-materials basis Table 1 provides the level of effort and estimated budget
for each study task
